In other words, is it possible to create a Google Chrome app and package it as an .exe or .app so that users won't need Chrome to be installed to run it?
I'm working with NWJS at this time (previously known as Node-Webkit) but I'm interested in the bluetooth/usb APIs from Chrome.

The editor Atom uses this approach. It is distributed as a binary on many platforms, but underneath is using Chromium and io.js.
The cross-platform desktop application shell portion of atom has been broken into its own project: atom-shell.
In essence, you are distributing a customized version of the Chromium browser with you app.

Generally, you cannot distribute Chrome Apps the way you are asking, no. Sorry.

Making Chrome web app standalone desktop program

Google announced that they drop support for web apps in Chrome.
Basically, web app is a local HTML/CSS/JS app that runs in a separated custom "standalone" Chrome window.
Is there any way (preferably easy), to convert this web app to a real desktop app that not depend on Chrome in anyway? Using maybe NodeJS? If yes what is the right way to do it?

Don't know about "easy", but it seems to me that the natural evolution is to Electron or NW.js, and both of these are mentioned in the Google blog article on this subject. (I'm moving to Electron.) Both have advantages over Chrome Apps, mostly that they are true desktop applications. To cite one example, you can now manipulate the menu bar, something out-of-bounds for Chrome Apps.
Pure JavaScript code in your Chrome App, such as anything to access the internet, should move over directly. Same for much UI stuff, as you're still using a browser window for the UI. The app will, however, have to be restructured.
Added Note: Chrome Apps ran on 4 platforms: MacOS, Windows, Linux, ChromeOS. Electron and NW.js apps won't run on ChromeOS. So, the ability to write a four-platform completely binary-portable app is going away.

do I need to have different application extension for app publishing on google webstore?

I have a Question that does the application developed to publish on google web store needs different extensions for Mac and PC ?
If anyone knows the answer and give me some links for the documentation which describes the answer then that would be really helpful.

This sounds like a question about how to get started in the Chrome Web Store and perhaps publishing your first extension or app.
The answer to your question is no, you will only need a single format. You upload a single file, a zip file, to your Chrome Web Store Developer Panel and it will be available for both Windows and Mac users for download/installation to their Chrome browsers.

Switch to Android if you want to develop (resource) on Win XP. Or go and develop in Adobe Flex ( flash ).

Its not any web based kit. It don't use HTML5 or Flex or CSS or Ajax.
You can start developing if you know C#.

Writing HTML 5 applications is your best bet. X-plat only works well for game development. All these platforms have different UI constructs that do not map directly to other platforms.
You are better off writing web services to do the heavy lifting and writing thin UIs using the native SDKs so they match the platform.
You could try PhoneGap (www.phonegap.com)...

No. For those 3 environments you have a mix of Java, Objective C and .NET framework languages (VB,C#,C++), all which have very different requirements to run as well as to write. As suggested, PhoneGap can be of some use in this area, but you will only be able to write web based applications to work in various mobile environments.

What do you think is the best way to develop iphone apps on windows? What are the pros / cons of your method, and why do you use it over other options? How complex is your method in relation to other options?
I am more interested in standalone and web apps but fell free to discuss gaming graphics.
Yes I know you need to build on a mac to be able to put it on the app store, so no "use a mac" answers please.
Running mac OS X in a VMware virtual machine did the job. Easy to do using instructions that can be found with a few quick google searches. This is against the OS X terms of service however...
If you are creating web applications, then all you need is a text editor to create your web pages and an iPhone to test the results. If you want to create a standalone application, there is a project called winChain that claims to be able to setup an iPhone development toolchain on Windows (DISCLAIMER: I have not ever tried using it, so for all I know, the executable could be a trojan horse). One other thing you might consider... you might want to consider Android development given that the SDK supports development on Windows.

You should take a look at marmalade http://www.madewithmarmalade.com/ I learned about it from Thomas Henshell of Mirthwerx Games. You still need to join Apple's IOS Developer Program (which at the time of this writing is $99/year). Hope this helps. Supports development on many devices ala phonegap. Even Windows 8 mobile
The best way is always use a real mac that loaded with the latest iOS SDK. If you only have a PC, you can rent a Mac remotely from macincloud.com. It allows you to access an actual Mac server using the windows Remote Desktop Connection (RDP) program. You pay a monthly fee of about $20-$30 and you can start practicing right away.
There actually is a great way to develop iPhone apps on the PC without having to jailbreak your iPhone. Rhomobile has created a hosted development tool called RhoHub that solves this problem and also also gives you some other valuable features like building apps online for all smartphones without having to install SDKs locally. if you want to develop web application then it can be develop on windows but its not best way.
but if you want to develop iPhone Native App which uses COCOA Touch API then you will compulsorily go with Mac,no other alternatives for that.
you can develop web App as well as Native App using the COCOA Touch API on MAC.
