While creating an Application in Bluemix trial account, I encountered an error BXNUI0005E: The "" application could not be added.
I tried creating the application using the Boiler plate "IoT For Electronics Starter" and it continuously failed with the above message.
Even tried from a different environment with a different App name, the results remained same.
After checking ahead found that trial accounts in Bluemix can only create 4 services.
The IoT for Electronics starter creates the below three different services
Internet of Things platform
IoT for electronics
Mobile Access client
I already had a simple node.js app associated to two different services.
As the boiler plate was unable to create these new services, the new application failed with error BXNUI0005E.
Once the other services were removed, the application created fine.

I just started Google Messaging APIs 3-5 days ago and couldn't figure out what did I go wrong. I already sent/asked this issue to Google's Support page.
Project is under my generic google account. I created a Service Account under this project for info#ourdomain.com and added it as a Project > Editor role. Got this Json keys, uploaded them together with my python Echo Bot files.
Done registering my partner account as well (info#ourdomain.com) and got verified with the Project Number connected that's in my generic google account. I don't know if this is the right setup where my partner account and project ID are from different Google Accounts (info#ourdomain.com and generic#gmail.com, respectively).

I'm very familiar with programming Google's services but was unaware of Business Messages until I saw your question (it's interesting, thanks).
There are a couple of references to "select the project that you registered for Business Messages".
Often Google enable non-GA|non-public APIs and other functionality (sometimes by injecting service accounts into the project's policy) by having users register Project IDs and Google accounts. I suspect that's what's happening here and the functionality is either blocked or not working entirely by your use of a different Project.
You may be able to gain more insight from the problem by checking logs. IIUC, an App Engine app is deploy and you should be able to gcloud app logs read --project=[[YOUR-PROJECT-ID]] (or gcloud app logs tail --project=[[YOUR-PROJECT-ID]])
I cannot create a project in IBM Watson Studio for an online course (sponsored by IBM by the way). I keep getting this error:
"You can only have one instance of a Lite plan per service. To create a new instance, either delete your existing Lite plan instance or select a paid plan".
I am performing the following steps:
1.Watson Studio
2.Create (Lite Plan Option)
3.Get Started
4.Create Project
5.Create Empty Project
6.Select Storage Service --> Here I get the error message
I need to create a Jupyter Notebook in IBM Watson Studio in order to complete the course.
I've deleted the Watson instance and started from scratch several times. I have also created a new account and tried the solutions posted on this forum for similar cases, without success.

Looks like you have Lite account on IBM Cloud and here's the limitation with the account type
You can provision one instance of any service in the IBM Cloud catalog
that has a Lite plan.
You can check What's available with your Lite account of IBM Cloud here.
You may have to delete the other service provisioned under Lite plan before creating the Cloud Object Storage service or you can choose the Standard plan of Cloud Object storage service.

I created android chatbot where my android app is the Interface directly communicating with the conversation workspace. There is no other application running in between my android app and conversation workspace. In IBM watson architecture there is the application layer in between the Interface and the conversation service. What exactly is the application layer and what is the use of this layer as my android app can directly communicate with the conversation workspace?
In the case you describe, your Android app is the application layer. It is driving the conversation, is processing the context variables and accessing other web services.
Introducing an application server to handle the calls to Conversation and other services could help improve security and scalability. You have one endpoint the Android apps connect to. There, identity and access management (IAM) could be handled. The Android app would be less suspicious because it only connects to one server / services, not to many. This is the reason why most apps are utilizing a backend server, i.e., the application server.
I am trying to create an application in IBM Internet of Things Platform Starter and getting following message:

I've had exactly the same problem. It's usually because you've gone over the limit of app / database instances for your account.
In my case, I was using NodeRed. I created one instance successfully, deleted it, but then couldn't create another. It turned out that the first app had created an empty database instance and the second one was trying to do the same. Deleting the database from my dashboard resolved the problem.

I have been able to create a mobile application without any problems. This issue was most likely due a temporary outage.
If you experience this again, be sure check the Bluemix status page for any known issues and/or try again in a few minutes.
