PayPal Payouts REST API - availability? - rest

We implemented the Mass Pay API to do mass payments from our app. When I went to create an NVP/SOAP API app to do this in our Prod environment, the form asked what APIs we planned on using. Sure enough, the Mass Pay API had (deprecated) next to it and told us we should be using the Payouts REST API.
As we were not live yet and still had time before go live, we bit the bullet and rewrote and retested the app to use the Payouts REST API. After creating the REST API app, I noticed Payouts was not 'ticked' for our Live environment, and has a "Contact us" button. So contacted PayPal to enable it, and after 2-3 months and half a dozen calls/emails and being told "it will be enabled in 24-72 hours", decided to contact merchant support.
Merchant support have now told us that the Payouts REST API is only available in the US (we are an Australian company and have an Aus PayPal account).
Yet their documentation clearly says Payouts is available in 150 countries? https://developer.paypal.com/docs/payouts/
I really don't know where to go from here - has anyone tried to do this? Any PayPal reps can shed some light on this?

So for whatever reason we decided to just try using the Payouts API in our live environment and it just worked. It's still unticked in the developer account, but it works in live.
Note: We did have to enable Mass Pay in the account.
I really don't understand, but glad we didn't have to re-write the app again!

PayPal Metered Billing / Billing Agreement

I've been looking for a solution everywhere after I saw PayPal mentioned Metered Billing on their developer page.
I would like to use PayPal for my SaaS, implementing a metered billing solution for billing my customers on a monthly basis a variable amount depending on their usage rate of the service.
I do remember an option for authorizing PayPal to give some software permission to execute payments without any further action from the side of the customer. Unfortunately, I cannot find any valid documentation, and not sure if is possible at all right now.
Is metered billing an option using the PayPal API?

What you are looking for is a "Reference Transactions" solution, which use PayPal Billing Agreements. It can be tested in sandbox, but to use it in live, the business account would need to be approved for this feature by PayPal. To do this the account owner would need to contact their PayPal account manager or PayPal's general customer support (not MTS), and explain the business need for this feature.
As far as implementing the solution, the only public documentation is for classic APIs: https://developer.paypal.com/docs/classic/express-checkout/ec-set-up-reference-transactions/ . Any newer API or vault solution isn't publicly documented currently, though I have seen some links surface about a v2 vault solution.
So, you can always contact PayPal's support and ask if there's something they'd rather you implement than classic APIs. The first hurdle is the business approval for the feature mentioned earlier.

I want to make a payment system in which users can connect their PayPal account to a website. In this step, login required.
When transaction occurs, without having to log in again, users can pay to the site.
This would be quite different from PayPal subscriptions -- just auto payment like upwork client account.

Paypal Rest API vs Classic Sdk

I am working with paypal first time.
I have a product and I want to integrate paypal with it.
I want to achieve the following tasks :
Client comes to my website and select a plan,which is a monthly recurring plan.
Then client is redirected to Paypal for payment.
Client makes payment.
Return backs to home page.
I have gone through the documentation of paypal and I have the following questions.
What should I use REST API or Classic Sdk, as I want to create Recurring Profile,Work with EXPRESS-CHECKOUT and REFERENCE TRANSACTIONS.
I have customers all over globe and it is stated in the documentation that, for the customers in Germany and China , I have to use REFERENCE TRANSACTION.
Some where in the documentation of Merchant SDK it is stated that the classic API's will be deprecated, so is it a good approach to use Classic SDK
I also wanted to track the transactions(payment) made by user, so that I can show him the amount that is deducted in each month in his profile details.
Please suggest a feasible solution to my problem.

Here's what I use. I went to Web Payments Standard and created a Subscription button. (I like the unencrypted variety, but you can encrypt if you want.) In there, you set the terms of the subscription, as well as where to post the IPN message. When the IPN message comes back, you deal with it. You'll get a subscr_signup at the start along with a subscr_payment. Then, on renewals, you'll get a subscr_payment again. What I like to do is store every verified IPN message in the database for my customer.
For handling the management of those subscriptions for things like tracking info, refunds, subscription cancellations, and voids, you'll need to use NVP API, which is a very simple API. If you stored in a database every IPN message with all those fields, then you should be able to pass certain fields of those to the NVP API in order to get what you need done.
If you're worried about longevity of the APIs, then don't. All they do when they deprecate APIs is stop giving you good docs on them. They still let those older versions run. If they didn't, there would be major upheaval on the web with web commerce products breaking all over the place. However, that said, if you want to prepare for the future, then get on the Braintree Payments API because PayPal bought Braintree and that's the future of their API.

PayPal: Alternative to PayPal's Developer Account

I was using Paypal Sandbox for testing transactions last year using my PayPal developer account.
I just checked last week that I cannot access my old account, so I decided to sign up for a new account. However, you need now to sign up for a business account. Business account is only available to U.S. businesses (I came from outside the US).
I was hoping if you can suggest an alternative and free developer account (similar to PayPal), but with a different payment gateway.

Simpler to integrate with multiple platforms.
You don't need a US Business account to use developer.paypal.com.
Simply sign up via https://www.paypal.com/ for a live PayPal account, either Premier or Business, and you'll be able to log in to developer.paypal.com with it.
Note however that the new REST API is currently available for live US Business accounts only, but this won't affect the availability of other Sandbox products or functionality.
I'll look into why the messaging states that you do, because that's not correct. Thanks for pointing this out!

Do I need to be a Paypal Certified Dev to implement Paypal on my website?

I'm actually working for a client. I've succesfully implemented paypal pro on the website and everything is working fine, I believe I followed their process and guidelines to make it work the way they meant.
Thus, I've been reading this webpage to turn the website in procuduction, and somewhere in the policies and guidelines , they say (and it is rule nb 1 !):
To make API calls to the PayPal production servers, you must be a
registered PayPal Developer and have a PayPal Premier or Business
Account in good standing.
So ... does that mean that I can't turn it in prod by myself ? I'm not a certified Paypal neither a registered paypal dev.

I 've found out that you simply need to register as a Paypal Developer. It takes a few minutes and its free. You need to sign up with your regular paypal account and then turn it into a developer one( just like Facebook did with their API).
Just click on sign up with paypal and follow the instructions:

I made it that way a few months ago.
