I have 2 servers, a SQL Server 2012 and a SQL Server 2008R2.
Database mail works fine on the 2012 but does not work at all on the 2008R2.
The account and profile settings are the same on the two servers, and on both servers mail sent with the .NET mail interface goes through okay.
I cannot find any differences between the SQL Server instances.
The message I get is:
The mail could not be sent to the recipients because of the mail server failure. (Sending Mail using Account 4 (2016-10-28T14:34:57). Exception Message: Could not connect to mail server. (No connection could be made because the target machine actively refused it **************:25).
SQL Server Agent is disabled on both servers, so that is not a factor.
The machine.config and web.config files are basically the same on both servers.
I have followed all the steps outlined in the msdn information, and yet nothing works yet.
Is there something else I should be looking at on the SQL Server 2008R2 instance?
I found the answer to my question.
It is a McAfee setting on our production server.
The setting on the development server is not the same.
The setting in question blocks port 25.

We have moved our TFS data tier server to another machine. Everything was reconfigured and is working EXCEPT email alerts. Test emails are sent just fine. However, alerts are not happening. When I checked the event viewer, I'm seeing the following error:
ds:OLDSERVERINSTANCE db:Tfs_Configuration errors:-1 exception:System.Data.SqlClient.SqlException (0x80131904): A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interfaces, error: 26 - Error Locating Server/Instance Specified)
So, it appears that the email is still looking at the old database (which has been retired). Where/how can I change this?
In case anyone else runs into this scenario. The TFSJobAgent wasn't smart enough on reboot to recognize the data tier change. Doing the following worked:
1. Stop iis
2. Stop the TFSJobAgent
3. Start the TFSJobAgent
4. Start iis
How can I connect my SSMS client to a remote SQL Server 2008 R2 instance using SQL browser AND with Windows firewall enabled?
I find that that with the firewall turned off, I can connect fine (without specifying the instance name). Now when I turn the firewall (domain profile) back on, my connection attempts time out. So, to begin my troubleshooting, I created an 'AnyAny' firewall rule however it still failed with a timeout error.
Naturally I can connect fine either way (firewall turned on/off) when I specify the instance name and port. SQL browser is running and listening on UDP 1433. SQL Server is running Windows 2008 R2.
What is getting blocked? And why won't a custom 'AnyAny' rule bypass it?
The information on this SQLCAT blog might be helpful to you. By default, the SQL Browser service runs on UDP port 1434. If you have a firewall configured on your SQL server, you should open up port 1434 for inbound connections from SSMS.

I have installed a SQL Express 2008 Server on my Desktop for some local work. This has mixed authentication. I have enabled TCP/IP connection so that one colleague can connect to this server. However, this exposes the server to everyone in the network. How do i keep track of which PC in the network connected to this server and when ? This would just help me audit the usage of the server.

Should I have an end point 25 on my vm ? What else could cause this error ?
Looks like there is an issue with the outbound stmp server you are trying to use. Is this also hosted in Windows Azure or an external provider somewhere? In both cases, make sure they allow inbound, authenticated connections and on what port. There shouldn't be any blocks on outbound connections on your Windows Azure virtual machine, so odds are the problem is where the email server is hosted.
I use the SharePoint 2010 VHD from Microsoft and my e-mail doesn’t seem to work and I’m rather new to SharePoint 2010.
I tried to do the following. In SharePoint Designer I created a Workflow and of the action involved sending an email to the initiator of the workflow.
I received the following error message in my workflow history:
“The email message cannot be sent. Make sure the outgoing e-mail settings for the server are configured correctly.”
In my Central Administration I have the following mail settings:
Outbound SMTP Server: demo2010b.contoso.com
From Adress: administrator#contoso.com
I also started the Exchange Server in Hyper-V but still didn’t work.
I didn’t change anything in the Settings.
Any ideas on how to make it work?

Can you test basic SMTP and network connectivity between the two VMs? Assuming telnet client is installed on demo2010a, try (from demo2010a):
telnet demo2010b.contoso.com 25
or even
ping demo2010b.contoso.com
