I am new to the Progress and OpenEdge environment.
Where can I get access to development tools so that I can get started learning more about OpenEdge?

No. You cannot execute Progress 4GL "online".
You must obtain a license and install it. For evaluation and learning purposes there is a free "classroom edition" available at:

While trying to replace some functionality in AOSP with something more suitable I got stuck in the mess of the Soong documentation. It seems, that there is some better edited documentation available, but only for those who have the honor to be within the oo-VPN. https://android.googlesource.com/platform/build/soong/
As the soong process is at the very heart of the AOSP project, it would be very helpful if the full documentation would be accessible.

I am using moodle version 3.2 . I have to use moodle API in C# . Is it possible to trigger the API? . Please suggest your solution.

Yes, you can install on your own server.
As you can see from FreeCodeCamp repository, it's using javascript.
getting-started is a tutorial for you to install it.

I have been using Firebase and was curious to see if they have a function that can tell me if the user has or does not have an internet connection so that I can disable any features in my application? Anybody know? I am trying to do this in Swift 2!

In iTunes Connect and under the download statistics, do downloads done with a redemption code get included in those statistics?

I am pretty sure they do. Regardless of Free, Paid, or Promo a download of any kind still counts as a "Sale." Education apps downloaded using Edu promo codes are counted. I would assume regular promo's are as well.
