Based on previous post, I believe Cygnus docker repo is experiencing a repository problem (Can't install cygnus-ngsi via Docker). I have tried some suggestion but couldn't solve it, without success.
Any suggestion to work this out?

The yum repositories has controlled by the operating system.
If exist network problems between SO and mirror repositories, or maintenance task in the yum repositories, the yum utility can be failed.
We have sometimes experienced this kind of failure, included using Centos 7.
When yum repo maintenance is being performed there's no much to do.
Within a company you can use a cache proxy.
If exists network problems, you can review host SO configuration and docker configuration. And test other fiware docker images.
Anyway, to allow us to test with a more accurate configuration, can you provide us what operating system you have, and docker version installed (rpm -qa | grep docker)?

I have a google VM instance which was running flawlessly. It has Centos-7 and Plesk installed in it.
I just stopped it, upgraded machine type (to better CPU and RAM) and started it again. My server stopped responding at all. No websites are running, I can't connect to SSH & Google Cloud SDK Shell is unable to reach server. It says NETWORK ERROR, CONNECTION TIMED OUT. My all other instances works well.
I tried rebooting & resetting multiple times. Reading out stuff from internet since last 6 hours but for no luck. I also tried to clone disk of the instance and creating new instance with the cloned disk but for no luck. Same network connection issue. May be something in OS got corrupted? Please suggest. I have a number of websites hosted on the server which are down due to this. Thanks a lot in advance.

I try to install github desktop via chocolatey (vagrant provisioning) on my windows virtual machine. The installation process runs until the actual github installation. The error message looks like this:

In my deep dive into the CentOS terminal, I was able to install and setup Jira, Confluence, and Bitbucket servers. However, the Hipchat Server seems to be based on something completely different.
Is there a step by step guide to installing Hipchat; From what's needed (dependencies) to installing (which I'm not even sure is part of the process) to seeing it work (log-in, etc.)?
Atlassian's official guide is written in such a way, that I look at it confused - as if it's a riddle that will never be solved. lol
By HipChat4, I'm assuming you refer to the HipChat Client. If so, have you tried the instructions outlined here?

If what you're trying to install is the server, then keep in mind that HipChat Server is only supported on AWS (via the Atlassian provided AMI), or as a VM for private datacenters (via the Atlassian provided OVA). You can't install HipChat Server directly on a Linux box.
If your OS can run a virtualization platform (e.g. VirtualBox) then you can download the OVA from https://www.hipchat.com/server#get-hipchat-server, import it, start your VM and configure it. More thorough instructions are available here.
We have a Redmine instance on the centos 7 server with Bitnami. I am getting following error during installation of an another Redmine instance.

The Bitnami installer includes a ready to use Redmine stack, so I assume you're trying to install additional plugins on the vanilla Redmine install.
I suspect that you forgot to load the proper environment variables to use the Bitnami Stack mysql libraries. Go to your install directory (usually /opt/bitnami/redmine) and execute this source ./use_redmine

Scenario: new installation of plesk 12.5 on centOS 7 into an OpenVZ container (proxmox):

You mention CentOS 7, but the package you are attempting to install (perl-JSON-XS-2.27-2.el6.x86_64) is for RedHat/CentOS 6, denoted by the el6 tag in the package name.
In any case, the issue appears to be due to not having the correct repositories available in yum to solve all necessary dependencies. Plesk maintains their own yum repositories to provide all of the necessary packages. Usually the install script will handle this for you (the install script is just a quick way to obtain the Plesk autoinstaller which should have the proper source repository configured).
I would suggest you examine the currently configured yum repositories in your container and make sure there are no conflicting repositories. Depending on the components you are installing with Plesk, it will want to manage nginx, apache, mysql, php, and some perl components so make sure you do not have yum repositories attempting to install related packages. Also, if you are indeed using CentOS 7, make sure you have no repositories attempting to install CentOS 6 packages. This bash one-liner should print out all the configured yum repository URLs so you can quickly scan if any are using the wrong version:
grep -re '^\(mirrorlist\|baseurl\)' /etc/yum.repos.d/
If you need further troubleshooting help, please include how you are attempting to install Plesk.
