I'm tasked with creating a hyperledger application that will represent a consortium of same-skilled organizations.
I have the barebones prototype with a network of 2 orgs, built by following the fabric-samples example that I created as a capstone project; I am looking to upgrade the application to a production level.
My question is, is there a GUI/platform available to create and maintain hyperledger fabric networks?
What are the alternatives for tools like the Console?
What would be the best way to start building such an application considering the goal is to get to the production level?
Is IBM Cloud Blockchain Platform the best option for me?

Click to Deploy (C2D) is an excellent way to test drive solutions but I'm (admittedly somewhat naive but) skeptical that it's a good approach to combine C2D with customization.
That said, the C2D solutions are published and you could, with some work, customize the solution as the basis for your own solution.
In other words, I'd recommend not combining the C2D as-is but to customize the tools that it uses (!) for your needs.
The README explains how the LAMP VM is built (Cloud Build, packer, chef).
Without wishing to in any way impugn your approach, please consider alternative ways to deploy PHP to Google Cloud Platform. Running Apache and MySQL on a VM may be entirely appropriate for your needs but you will need to maintain the OS, Apache, MySQL etc.
If you're goal is to deploy a PHP (web) app that needs a MySQL-compliant database and you want to be more "cloud native", you could consider using:
App Engine or Cloud Run to host your PHP app (see link)
Cloud SQL for the database (see link)
The above would require more initial work but, if you want more flexibility, resilience and less "chore", I think you'd benefit from the investment.
In addition opening up the app like this would facilitate leveraging Cloud Monitoring, Logging, Debugger etc
I have the task of implementing iot device management using Eclipse Leshan. I have difficulty understanding how Eclipse Leshan works in connecting IOT sensors with servers and cloud. Is it true if I declare that Eclipse Leshan does not require a gateway like Eclipse Kura to connect into server and cloud?
Does anyone know where the complete documentation about Eclipse Leshan is? it would be very helpful if there were examples of programs in implementing the eclipse leshan.

Eclipse Leshan is a library for implementing applications that use the LWM2M protocol to manage devices. As such, your application can use Leshan's Java API in order to interact with devices that also support LWM2M.
LWM2M does not per se mandate a transport protocol. However, the spec is written assuming that CoAP over UDP is used for that purpose. In fact, the LW in LWM2M stands for Lightweight and as such, using CoAP as the transport protocol makes a lot of sense for managing constrained devices.
Eclipse Leshan itself does not connect to a server or cloud but instead is usually part of an application that is hosted on a server (on the cloud). However, you need to implement that application yourself because Leshan, as indicated above, is just a library. The devices then interact with your LWM2M enabled application. Because CoAP/UDP uses standard IP, this interaction can occur over public internet infrastructure if desirable in your use case, i.e. no gateway is necessarily needed. You can, however, also connect your devices to a local gateway, e.g. Kura, and then connect the gateway to your LWM2M server in the cloud instead. It really depends on your use case and the capabilities of the devices.
I am planning to use Bluemix for a ReST API development using Java. I wanted to use Application Security on Cloud for scanning the application to eliminate security concern.

You can use the Static analysis feature of Application Security on Cloud to scan Java applications for security vulnerabilities. To accomplish this, a small utility needs to be downloaded to convert the application byte code files into an Intermediate Representation (IRX) of the code. This IRX file is uploaded to the server and scanned using trace analysis to find security vulnerabilities (the IRX file is encrypted to keep your data safe). IRX files can be generated using a small client command-line interface (CLI) that you need only download and extract to your local disk. In addition, you can run a small installer that adds static analysis plug-ins to Eclipse or Maven. Note that the Client Utility and cloud service versions must be compatible.
