You can manually install the Subversive SVN Connectors by adding the update site http://community.polarion.com/projects/subversive/download/eclipse/6.0/update-site/ (check latest stable update site here: https://polarion.plm.automation.siemens.com/products/svn/subversive/download) and installing the necessary packages, e.g. for native 1.9.x in Eclipse x86:

Yes, I had the same problem.
My environment is eclipse jee oxygen1.
I installed the subversive first.
And when the eclipse popup the install connectors dialog and I select the connector, eclipse doesn't install the connector.
In the preference -> SVN page, the connector combo box is empty.
I solved as belows.
install new software by
http://community.polarion.com/projects/subversive/download/eclipse/6.0/update-site/
select Subversive SVN connectors, and SVNKit implementation both.
The important is not only select Subversive SVN connectors, but also SVNKit implementation.
install and restart.

As for eclipse photon, the svn connector problem seems to be resolved.
Just install svn plugin(subversive) through eclipse marketplace.
(eclipse marketplace locates in "Help - Eclipse Marketplace")

So, you would have to install subclipse not subversive.
I had the same problem.
Like lazlev answered, I tried to manually install the Subversive SVN Connectors by adding the update site http://community.polarion.com/projects/subversive/download/eclipse/6.0/update-site/ in the "Install new software" window.
When I chose Subversive SVN Connectors and SVNKit packages, I got the following error as MscG mentionned:
An error occurred during the org.eclipse.equinox.internal.p2.engine.phases.CheckTrust phase. session context was:(profile=DefaultProfile, phase=org.eclipse.equinox.internal.p2.engine.phases.CheckTrust, operand=, action=). The only way I could work around this is by:
-Install SVN connector alone first. Restart Eclipse.
-Then go back to Install new software and install SVNKit alone. Restart Eclipse.
I'm Using Spring Tool Suite 3.9.0 which is based on eclipse oxygen 4.7.0 and encountered the same problem.
From The Help / MarketPlace menu I installed "Subservive - SVN Team Provider 4.0.5"
Then I had to manually install the svn connector with the Help / Install new software menu. I used this URL : "http://community.polarion.com/projects/subversive/download/eclipse/6.0/update-site/" And choosed the SVNKIT 1.8.14 ( tried the 1.8.15 but it didn't worked ... )
As a result, I finally obtained a connector in the Preference/Team/SVN/SVN connector menu...
It worked better with the preceeding version of STS...
The problem seems to be the 64bit eclipse as the JavaHAL only exists in 32bit

It doesn't work with the latest version of SVNKit using svnkit url.
For those who above workarounds didn't resolve their problems, upgrade Eclipse Oxygen 1 to Eclipse Oxygen 3a. Seems to work like a charm with Subversive - SVN Team Provider 4.0.5
Reinstalling did the trick for me.
In eclipse go to help>Eclipse Marketplace search again for svn. click on installed. Update.

I am trying to import a new project from SVN repo.
I am using eclipse neon 4.6. I have added SVN plugin via eclipse market place version (image attached).
I get this error while trying to checkout .
I could see that a native connector is listed in preference but with error, I am not able to change that.

It appears that JavaHL cannot initialize in your Subversive plug-in. Maybe you installed 64-bit JavaHL connector on 32-bit machine or vice-verse? Anyway, you can follow steps of section Enable JavaHL in Subversive plug-in for Eclipse from the article KB145. The article shows how to activate JavaHL in Subversive and Subclipse plugins and the instructions were thoroughly tested.
You can also consider switching from Subversive to Subclipse. I did not see similar problem with Subclipse - it worked right away after installation without issues.
I recently upgraded Eclipse to Luna, and one consequence of this is that Subversive upgraded to a version that uses SVNKit 1.7.8, which is not compatible with SVN 1.6. When trying to import a project from SVN, it fails with "Unhandled event loop exception".
We are using SVN server 1.6, and it would not be easy to change this due to other dependencies. Is there a way to install an older version of SVNKit and use it with the latest Eclipse? The Subversive installation instructions state that you can:

However, I don't seem to be able to add another SVN Connector and have it show up in the options. I have added 1.3.8 via the dropins folder, and it didn't appear under the team options.

SVNKit 1.8.7 connector is 100% compatible with previous Subversion Server 1.6, as user714965 said, go to Installation Details and then remove the SVN connectors and Subversive in order, then restart eclipse.
Go to the "Eclipse Marketplace"
and install Subversive
Restar eclipse and go to Window->Preferences and select Team->SVN in the left panel, then automatically appears a window to select and install the SVN connector
Select the latest version of connector (SVN Kit 1.8.7) and install it, then restart eclipse and come back to Window->Preferences->Team->SVN and select the recent installed connector
You can checkout or share projects now.

The SVNKit website tells:
Both SVNKit 1.7.13 and 1.8.8 support 1.6 and older working copy
formats without need to upgrade.
Seems as you should better update to one of the mentioned versions instead of downgrading to 1.6.
UDPATE
If you cannot directly update, try to remove SVNKit and reinstall it. I tried this with Luna:
Help -> About -> Installation Details -> Find SVNKit in the list and choose Uninstall....
Then restart eclipse when prompted. When it comes back up the SVN connectors dialog appears and you can choose the current versions to install.
Note: Before doing this you might better make a backup copy of your eclipse folder.
As other people told you, SVN client 1.8 is compatible with SVN Server 1.6.
But you need to upgrade your previously imported SVN repository.
For my part, I just did the same as you (from Eclipse Indigo to Luna), but with SubClipse (from Tigris). And I had to upgrade my local SVN repository (which was less than 1.6) to a local SVN repository version 1.8.
To do so, I used Tortoise SVN. Once installed, simply do right click on your SVN repo and select "Upgrade" (don't remember if it was directly accessible or if I had to look in "TortoiseSVN").
You will probably have to remove your projects from eclipse before importing them again because all hidden .svn directories will be deleted and only the one at the base of your SVN repository will remain.
Subversive Connector Discovery is not opening in Eclipse Kepler 64 (Ubuntu 13.04 64). So, I've installed SVNKit 1.7.9 + JNA Library 3.4.0 connector from directly http://eclipse.svnkit.com/1.7.x, but the connector is not appearing in
Window >> Preferences >> Team >> SVN >> SVN Connector (tab).

I've installed Oracle Java 8, subversion 1.7.5 and libsvn-java in my Ubuntu.

The problem was fixed. I just had installed incompatible SVN connector.

I am a bit confused on how to get SVNKit 1.7 Beta 3 to work under Eclipse Indigo.
Using the Eclipse update site mentioned at http://svnkit.com/download.php, I installed new software from http://eclipse.svnkit.com/1.7.x. I selected both the items on the list, the core SVNKit Library and optional JNA Library.
The installation seems to have succeeded. When I look at the list of installed software, I see SVN Library 1.70 Beta 3 in the list.
However, Eclipse still does not recognized that my projects are source controlled.
When I go to Preferences, all I see is SVNKit 1.3.6-v1. I do not see SVNKit 1.7.
Is there some other step that I am missing? How do I get Subversive to recognized my Subversion 1.7 based projects?

To install SVNKit as an Eclipse plugin or to make sure that you have the latest version installed, use http://eclipse.svnkit.com/1.7.x/ as an update site location in Eclipse Update Manager.
List item In Eclipse menu select Help->Software Updates
List item Then choose 'Available Software' tab
List item Click 'Add Site...' button
List item Type http://eclipse.svnkit.com/1.7.x/ in the 'Location' field and press 'OK'.
List item Check the new site (it should appear in the list of update sites) and follow further steps as prompted by Eclipse.
Use http://eclipse.svnkit.com/1.3.x/ as an update site location to get older version of SVNKit (1.3.8).
In order to install SVNKit 1.7.x for Subversive I've opened Eclipse > Help > Install new software and used the link from http://www.polarion.com/products/svn/subversive/download.php page:

After that new connector appeared under Eclipse Preferences.
Just for the records, as of March 2013, Subversive does seem to work with SVNKit 1.7.
I installed both (SVNKit 1.7.8 and then Subversive Service Release 1.0.1) on Eclipse Indigo and haven't run into any problems so far.
If you want to give it a try, just make sure to uninstall the previous version first, as the Subversive latest releases page points out:

If need to update Subversive from 0.7.x to the 1.0.0 version,
uninstall the previously installed Subversive 0.7.x plug-in version
first. Otherwise during the installation process you'll be blocked by
the old connectors version that is incompatible with the 1.0.0 release
and couldn't be installed simultaneously with the main plug-in due to
the installation UI restrictions.

I had this problem after installing the latest eclipse and installing subclipse from the marketplace. To resolve you can follow these steps:
Click Help >> Install New Software...
Set Work with: Subclipse 1.10.x Update Site - http://subclipse.tigris.org/update_1.10.x
Ensure Hide items that are already installed is checked.
Click Select All.
Click Next.
Complete the remainder of the installation as usual.
For ubuntu 12.04 amd64
sudo apt-get install libsvn-java
add this to eclipse.ini after -vmargs:
-vmargs
-Djava.library.path=/usr/lib/jni:/usr/lib/x86_64-linux-gnu/jni

What JavaHL provider have you installed? It sounds like you need 64 bit JavaHL support. Have you tried SlikSVN?
I solved this with easiest way:
sudo apt-get install libsvn-java
sudo cp /usr/lib/jni/* /usr/lib
Faced the same problem after installed subclipse 1.8 from eclipse marketplace and resolved thru following steps:
1. Install subversion client (required)
2. Install Subversion JavaHL Native Library Adapter (required)
And it works now.

I don't know about JavaHL but to make the SVNKit appear on the list of SVN interfaces, you need to install the "SVN Client Adapter" and the "SVNKit Adapter" as well.
You can find those on the update site of Subclipse (*http://subclipse.tigris.org/update_1.8.x*).
I have a similar problem with Subclipse 1.8. Due to licenses limitations, SVN client aren't bundled with SVN any more. So I find the message "Unable to load default SVN Client".
My solutions is to install SVN client. It can't be easier. Go to Eclispe Marketplace, type Subclipse and click to install Subclipse again, select all options. When restarting Eclipse, it will prompt us to install an SVN client, choose SVNKit or JavaHL (I choose JavaHL). After restarting one more time, it all works.
In fedora 16 on x64 i meet also, i solved by downloading subversion 1.7 from here and installing:
yum install subversion-javahl-1.7.1-1.fc16.x86_64.rpm subversion-libs-1.7.1-1.fc16.x86_64.rpm subversion-1.7.1-1.fc16.x86_64.rpm
Install SVN on Eclipse Juno using the update site at http://subclipse.tigris.org/update_1.8.x
Go to Help -> Install new software, then Add update site.
Zend Studio 9 if you upgrade/update to 9.0.3 you will get this error as well. You need to uninstall all subEclipse and JavaHL stuff then follow the install procedures again and restart Zend studio.

If you are using the Subversive plugin (which is newer than the Subclipse one, and the two are easily confused with one another), you might run into problems finding the library even after configuring the library path in eclipse.ini. To fix the entire problem, you might need to add this setting to the file as well:
-Dsubversion.native.library=C:/SlikSVN_JavaHL/libsvnjavahl-1.dll

I had same problem with Spring STS 3.5.1 and Sub eclipse version 1.6. Upgraded to version 1.10 of subeclipse and everything is working fine.
The above problem arises with custom eclipse installation and due to updated version of subclipse.
You have to install the older version of subclipse manually.
For this i have done as following:
Under Help menu click "Install New Software..."
Select "http://subclipse.tigris.org/update_1.6.x" from the drop down menu
If URL of any other advanced version of are available change it to look as above.
Check the options selected are sensible e.g. "Hide items that are already installed"
Click "Select All"
Click Next/Finish through to completion.
After finishing the installation,under windows menu go to preferences,click on Team and on SVN.
Now change the client from Java HL to SVN pure kit.
That's it.
