Confluence: Bill plugins per specific users, not whole users of the organization - confluence

Do you know please if there is a way to manage the plugins to activate them only for a few users and then be only billed for those users ( and not for the whole company users )?

This is not possible. Each add-on/app has to be licenced for the same number of users as the Confluence instance.

Github organization invite v.s. request membership

I am making a small Git / Github demo for first-time users and want to use Github Pages, for which I needed to create a new Github organization. During the 30 min I'll have to do the demo, users will need to create new Github accounts and join the organization. Since I'll have so little time, is it possible for users to request organization membership, rather than me having to invite each person manually by email lookup?
I've seen this before but only through third-party apps. Is there no way to do this directly within Github?
Directly with GitHub, I have seen no evidence of that feature.
Through third-party apps indeed, yes.
As an example: benbalter/add-to-org would automatically add users to an organization.
For smaller teams, this may not be possible. The feature that you have mentioned seems similar to user provisioning and is available for Enterprises through Okta /Azure Active Directory. This link has more details on the User Provisioning.

list membership requests WITH answers to questions

Facebook API endpoint /v2.11/{GROUP_ID}/member_requests/ allows me to list membership requests to group I have permission.
I'm looking method/idea/etc to list membership requests WITH answers to questions (my group requires answering questions when user wants to join).
Do you have any ideas how can I achieve this?

Unfortunately, you can't do this via the API. However, there are some Chrome Extensions that allow you to save the answers to those questions!

Restrict courses from displaying on Moodle conditionally based on user profile field?

I have an installation of Moodle 2.8.3 and I've added a custom user field, "role", to the user profiles. I can hide activities and documents based on that user field, however, if there is an entire course that is only for one role, the other roles see it.
Example:
I'm a client and I'm looking through the course catalog. I see a course "XYZ" and click on it to enroll but the course is totally empty because it's for employees only.
Are there any examples of this being done? I've done some research and found IOMAD but it's a completely custom deployment of Moodle and would need to go through a lengthy approval process and then be reinstalled on dev, imp, and prod.
Totara has audience visibility, so you can restrict courses to members of an audience.

How to put log in box in a website to ensure one user can vote once only?

I have a school project to do which requires us to develop an online voting website. how do i ensure one user has voted once only?
the website is supposed to be in booths in public places which means i cannot use ip addresses or cookies. i was planning to use fb login id or maybe some other email id but i cannot find relevant codes/links. i just want people to go through the procedure of entering the log in id but not go to fb directly.
my website cannot be published online.
could you please suggest how i can achieve this? it is a bit urgent, thank you!
