System is running AIX 7.1 Perl 5.24.4 and openssl 1.0.2o all compiled with gcc 6.3 (64-bit)
Has anyone seen this error before?
The problem was with our installation of openssl 1.0.2o. It was built as 32-bit. We fixed it by rebuilding it with exporting OBJECT_MODE=64 before running config and make commands.
The sequence was as follows:
for openssl
export OBJECT_MODE=64
config -- make -- make test -- make install
For Net-SSLeay
export OPENSSL_PREFIX=/usr/local/ssl (where openssl installed on our system)
perl Makefile.PL -- make -- make test -- make install
That got Net-SSLeay installed correctly.

You're telling Perl to into ~/perl5. That's not a Windows path, and ExtUtils::MakeMaker is using a unix-specific function (getpwuid) to expand it. Your problem should go away if you use a Windows path.
That said, if you have access to write to C:\Perl64\..., I suggest that you install modules to the default directory by removing INSTALL_BASE=~/perl5.
If you don't have access to write to C:\Perl64\..., I suggest that you install Perl itself in a directly to which you do have access to write, and then I'd install modules to the default directory by removing INSTALL_BASE=~/perl5.
Since you didn't actually specify INSTALL_BASE=~/perl5 on the command line, you are specifying it through the environment (PERL_MM_OPT and PERL_MB_OPT), or in cpan's configuration (o conf from within cpan).

Use Strawberry Perl (64bit)! This version of Perl comes with a gcc compiler and is working on 64bit systems, you can download modeules from CPAN and compile them if needed.
I'm running Solaris on my machine and I would need to install the Date::Calc perl module in order for one of my scripts to work.
When I run the following command:
sudo perl -MCPAN -e 'install Date::Calc'

I installed gcc via the following commands (as adviced here):
pkg install gcc-45
pkg install system/header
but I still get the same error when trying to install Bit::Vector. Indeed, when I type cc on the command-line, I get the command not found error. When I type gcc, however, I get gcc: no input files.
The error means that Bit::Vector (a dependency of Date::Calc) failed to install for some reason. Bit::Vector requires compiling C code, which means your CPAN configuration will need access to the C compiler and libraries (and headers) that were used to build your perl.
From what I understand, that can sometimes be painful on Solaris.
If you have another C compiler available, you might consider building and installing a local Perl using perlbrew.
So it turns out that the only option is to install the Oracle Solaris Studio prior to installation of new perl modules which need to compile C code.
From a related discussion at Oracle Solaris forum:
CC modification in /usr/perl5/5.12/lib/i86pc-solaris-64int/Config.pm
will not resolve the compilation issue. New errors will be produced
and some part will not use this variable.
By default, this method to build modules will use perl compiled
options. And in this case, as we used Oracle Studio, this software
will be required because some options are not available with gcc.
I tried with Oracle Studio, and the compilation was done successfully.
If you want to use gcc, then this will be very tricky to modify
several perl config files. An another method is to compile manually
each necessary modules after you customize each Makefile.
Could someone guide me how to install the Perl DBD::Oracle module?
Here is what I have done so far:

Installed Perl DBI package
Installed Oracle Instant client for Linux 64 bit (basi + sdk + sqlplus component for the instant client
Have set the correct $ORACLE_HOME and $LD_LIBRARY_PATH
Then when I do perl Makefile.pl it fails with the following error:

untar the module and run below commands in given sequence:

In case you get complaints about missing gcc you can (temporarily) install it and then remove it.

Issues I had faced were due to the wrong LD_LIBRARY_PATH. I had set it to /usr/lib/oracle/11.2/client64 whereas the correct value is /usr/lib/oracle/11.2/client64/lib.

Here's what I did on CentOS 7.2 using yum packages and CPAN. This assumes you're using Oracle version 12.1 but I would imagine most versions will work this way.
Install Oracle Instant Client
yum install oracle-instantclient12.1-basic-12.1.0.2.0-1 oracle-instantclient12.1-devel-12.1.0.2.0-1 oracle-instantclient12.1-sqlplus-12.1.0.2.0-1
Copy demo make files
The install expects the *.mk file to be in /usr/share/oracle/12.1/client64 but the yum package install puts them in /usr/share/oracle/12.1/client64/demo.
sudo cp /usr/share/oracle/12.1/client64/demo/* /usr/share/oracle/12.1/client64
Modify .bashrc
Add the following lines to your ~/.bashrc
export ORACLE_HOME=/usr/lib/oracle/12.1/client64

A little addition to slayedbylucifer answer. I had the same problem like mentioned in the question. I've done all the steps described by slayedbylucifer. But still I got the problem like mentioned here:

So I created the following symbolic link:
ln -s /opt/oracle/app/oracle/product/<YOUR_ORACLE_VERSION>/client_1/lib/libclntsh.so $ORACLE_HOME/libclntsh.so*
After that step the error from above (cannot find -lclntsh) was fixed. The execution of the make command was without any errors.
The only problem I still have is that I don't understand why this symbolic link is necessary.
I am trying to get WWW::Mechanize to login to Yahoo using https; however, it requires the use of Crypt::SSLeay for sending over https.
Crypt::SSLeay installed succesfully, and openssl was already installed on the system.
However, it gives the error upon loading:

NOTE: recently installed Perl v5.10.1 using App::perlbrew, due to LWP::UserAgent's needing it. I installed Crypt::SSLeay using my new version of Perl.
I don't have root priveldiges, as I am doing this on a remote server at school. Please tell me why it's giving the error even though it installed succesfully. I know it has something to do with the shared libraries, but the installation recognized them.
SIDE NOTE: my script works fine if I don't say "use Crypt::SSLeay;" at the start, but it gives the error when I use https that it's not a supported protocol, and needs LWP::protocol::https installed. Installing that always fails.
EDIT: Thanks for your help, CJM. Apparently it was using the old version of Perl when I executed, but now I've fixed that.
It doesn't give that error anymore; however, it still says

I thought Crypt::SSLeay was supposed to take care of this.
If you examine the error message, you'll notice it mentions both 5.10.1 and 5.8.0 (in the Perl library paths). This indicates that you're trying to use a module built for one version of Perl with a different version. XS-based Perl modules (i.e. ones that include C code) are not binary compatible between major releases of Perl.
It appears you installed Crypt::SSLeay using Perl 5.10.1, and are trying to use it with 5.8.0. That won't work. Use only Perl 5.10.x with that installation. If you need to use it with Perl 5.8.0 also, install another copy in a different directory.
