In some countries, PayPal functionality is trimmed (you can't sell, you can't recieve money), but I want to use it like for full. Can it be here some workaround? Can I use some VPN for this?

You can't do that, they'll will catch you. And where do you live? This can not be because you have to provide personal legal information. In some cases, you may be required to show even a passport or id. Why don't use local payment systems?

You have to respect terms of service of face being disallowed from any service or merchant that you use. If you want to operate in multiple countries, you'll just need to find systems that work in each, and a way to implement that routes the order through the right merchant gateway.

I'm pretty new to everything related to hardware.
I am searching for a way to connect PWA to POS hardware, like Scanner or cash drawer. How can I access these via PWA or JavaScript?
The hardware you intend to use need to use webUSB api (for e.g. "Canon DR-M160II scanner" uses one), which will of course depend on the implementation by the hardware vendor.
You can either check if there's any compatible hardware already available and then for coding your PWA accordingly, you can refer to this web.dev article.
If you strictly need to use the existing hardware and can get the corresponding hardware vendor to customize it, you can ask them to refer to this article on web.dev.

Generally, which would customers prefer? To remain on my site or be transferred to paypal to complete a purchase?
Do customers prefer the security of a paypal branded page? or would users prefer to remain on my site and process payments through the api?
In all honesty it's probably worth sending them off to paypal. Most 'buyers' online wont have a preference as they don't quite understand it. Yet, some will be re-assured that they're interacting with a familiar brand.
I've had this with some sites that I've written. Some people wont even register on the site for fear of people stealing their information. The funny thing is, these people will then phone the store and happily give all important information over the phone. It's madness! :)
I guess it all comes down to the individual, but redirecting to Paypal and having them complete it there is probably the easiest option. HTH!

My site which have premium content should grant access to privileged users. These users should be assigned into privileged group only when they send sms to some number. How can I collect money from these user sms on my paypal account.
I have premium content and paypal account. Already spend too much time looking for decent explanation of this approach, but I didnt find any useful tutorial.
So, please share some links or thoughts which explains what steps I should complete in order to set this like explained above.

SMS transactions are suitable if you offer services or content at a very low price, bellow dolar and up to 10$, otherwise it makes no sense. You should consider to remove user membership based on this payment, mainly for reason that this method of payment is used for anonymous users.
Google is your friend, some better investigation and right keywords and you should find answers.

The goal here is maximum conversion of users to an application. I tried to research paypal's market share to see what other services cover the remainder. Is the remaining market share large enough to make it worthwhile to cover other services? Which services are currently 2nd and 3rd to paypal?
That differs per country. In the netherlands ideal is a must, google wallet would be nice.
Every country has it's own EFT online banking system with options to pay in web stores.
Just search with the banks of the country of your target group what they use the most and implement their payment api.

Is there a way to check whether the Outlook recipients are receiving emails with block image security settings? (Perhaps using Google Analytics?)
I need to track how many of them are blocking and whom they are so I can send appropriate emails.
No, it is not possible to track this sort of thing. The only way to track ANYTHING in emails is from pixel requests and if images are blocked, you never get them.
