Does DB2 no scroll cursor have sensitivity to inserts, updates, or deletes that are made to the rows underlying the result table?

I know the statistical information is updated by VACUUM ANALYZE and CREATE INDEX, but I'm not sure about some other situations:
insert new data into a table
let the database do nothing (and wait for autovacuum?)
delete some rows in a table
truncate a partition of a table
CREATE INDEX does not cause new statistics to be calculated.
The autovacuum daemon will run an ANALYZE process for all tables that have more than 10% of their data changed (this is the default configuration). Theres changes are INSERT, UPDATE or DELETE. TRUNCATE will clear the statistics for a table.
We have existing table of size more than 130 TB we have to delete records in DB2 . Using delete statement would will hang the system. So one way is we can partition the table month and year wise and then drop the partition one by one by using truncate or drop. Looking for a script which can create the partition and subsequently dropping.
You can't partition the data within an existing table. You would need to move the data to a new ranged partitioned table.
If using Db2 LUW, and depending on your specific requirments, consider using ADMIN_MOVE_TABLE to move your data to a new table while keeping your table "on-line"
ADMIN_MOVE_TABLE has the ability to add Range Partitioning and/or Multi-Dimentional Clustering on the new table during the move.

Still, a 130 TB table is very large, and you would be well advised to be carful in planning and testing such a movement.
I have a stream of data that I can replay any time to reload data into a Postgres table. Lets say I have millions of rows in my table and I add a new column. Now I can replay that stream of data to map a key in the data to the column name that I have just added.
The two options I have are:
1) Truncate and then Insert
2) Upsert
Which would be a better option in terms of performance?
The way PostgreSQL does multiversioning, every update creates a new row version. The old row version will have to be reclaimed later.
This means extra work and tables with a lot of empty space in them.
On the other hand, TRUNCATE just throws away the old table, which is very fast.
You can gain extra performance by using COPY instead of INSERT to load bigger amounts of data.
A STATIC CURSOR in MSSQL will create a temporary table with the selected data and use that.
Is there an equivalent way to do this in postgres? What happens when a row you've selected in the cursor gets deleted in the underlying table prior to the cursor reaching it?
Problem is following: remove all records from one table, and insert them to another.
I have a table that is partitioned by date criteria. To avoid partitioning each record one by one, I'm collecting the data in one table, and periodically move them to another table. Copied records have to be removed from first table. I'm using DELETE query with RETURNING, but the side effect is that autovacuum is having a lot of work to do to clean up the mess from original table.
I'm trying to achieve the same effect (copy and remove records), but without creating additional work for vacuum mechanism.
As I'm removing all rows (by delete without where conditions), I was thinking about TRUNCATE, but it does not support RETURNING clause. Another idea was to somehow configure the table, to automatically remove tuple from page on delete operation, without waiting for vacuum, but I did not found if it is possible.
Can you suggest something, that I could use to solve my problem?

--Prevent concurrent writes, but allow concurrent data access
LOCK TABLE table_a IN SHARE MODE;
--Copy the data from table_a to table_b, you can also use CREATE TABLE AS to do this
INSERT INTO table_b AS SELECT * FROM table_a;
--Zeroying table_a
TRUNCATE TABLE table_a;
--Commits and release the lock
COMMIT;
