I have to extract data from Qlik Sense through the Rest api Call hence I have explored and haven't found any solution. is it possible to do the Rest call to Qlik sense app to extract data ?
As far as I know, there is no REST API allowing to access data inside an application.
There is a Javascript and .Net SDK to use the Engine API and thus connect to data .
There is a also various REST API to manage application, streams, tasks, users...
However, if you want to get access to Qlik data, I suggest you add STORE commands in your load script to dump the tables to text or CSV files, making them easily readable after.
Qlik sense does not provide an API to expose the data in Qlik to other applications.
Because we did need this functionality (for instance to expose data from Qlik to Rapid Application Development platforms like Mendix) we developed a custom application that can help. see https://ddcgroup.com/qlik-data-extractor for more info.
With this tool, you can define the rest webservices that you need (including aggregation etc) which can be called to extract data from Qlik.

First of all you should be clear about why you need an api. If you need to transfer data from one system to another, pick a way that you know you can operate on both sides.
JSON or XML are just ways of representing data, first think about what you need and how can you transport that data between systems...After that the implementation should be clear.
We just installed and configured Qlik Sense of a machine with all the necessary steps and everything is correct, because we tested using the QRS API about endpoint ( /about ). We are using Java so the QRS API it's the desired option
My question is the following : when a user makes an account into our application we want to create for him an app in Qlik Sense with his username using QRS API but the documentation isn't very clear about the endpoints and data we need to provide.

The Engine is responsible for the app creation. The Repository can only import already existing apps (qvf files)
Most of the Engine API is websocket JSON API but Qlik is exposing small subset of the Engine API as REST as well
In your case I think you can use POST /v1/apps method to create an app

My overall goal is to be able to access public back-end databases via my own ad-hoc apps, in Python or JavaScript. This is data that is publicly available, but only via one-off searches.

How would I begin accessing the script to call the whole database? Would this be a RESTful API? How would I know?
The best way to utilize the data you seek is via the server rest service. Looks like they have most of the data on that map available for use via https://geodata.baltimorecity.gov/egis/rest/services/. Depending on the capabilities they have enabled for the layer you can send queries etc. via esri's REST, JS, and Python APIs.
I have some tables from Postgres database to be integrated into Salesforce as external objects. I went through some video tutorials and documentations where I was recommended to use Salesforce Connect which supports providers with "OData" protocol support. Is it possible to integrate Postgres tables into Salesforce as external objects without Salesforce Connect?

Be careful with the phrase "external objects". To me, the use of those particular words implies the specific implementation of external data access/federation delivered with Salesforce Connect. I don't believe that there is any alternative if your goal is to create "real" external objects (named "objectname__x") within Salesforce.
There are, though, Salesforce integration solutions from the likes of Progress, Jitterbit, Mulesoft, and Informatica and others that can be used to access PostgreSQL, with varying degrees of coding being required. You won't get "external objects", but you will be able to access data residing off-cloud in a PostgreSQL database from your Salesforce system.

Currently the way to integrate data from external storages (Postgres in your case) without Salesforce Connect is implement your custom logic for synchronization using REST or SOAP API, Apex classes and triggers, Salesforce Workflows and Flows. Also you will need to implement appropriate interfaces on side of your data storage. Complexity of all these steps depends on complexity of your existing data model and infrastructure around it.
Does anyone have experiences with programmatic exports of data in conjunction with BaaS providers like e.g. parse.com or StackMob?
I am aware that both providers (as far as I can tell from the marketing talk) offer a REST API which will allow for queries against the database, not only to be used by mobile clients but also by e.g. custom web apps.
I am also aware that both providers offer a manual export of data (parse.com via their web interface, StackMob via support).
But lets say I would like to dump all data nightly, so that I can import it into a reporting system for instance. Or maybe simply to have an up-to-date backup.
In this case, I would need a programmatic way to export/replicate the data stored in the backend. Manual exports are not an option for obvious reasons.
The REST APIs offered however seem to be designed for specific queries, not for mass reads (performance?). Let alone the pricing - I assume none of the providers would be happy about a nightly X Gigabyte data export via their REST API, so their probably will be a price tag.
I just couldn't find any specific information on this topic so far, so I was wondering if anyone else has already gone through this. Also, any suggestions on StackMob/parse alternatives are welcome, especially if related to the data export topic.

Did you see the section of the Parse REST API on Batch operations? Batch operations reduce the number of API calls needed to grab data so that you are not using a call for every row you retrieve. Keep in mind that there is still a limit (the default is 100, but you can set it to a maximum of 1000). That means you are still limited to pulling down 1000 rows per API call.
I can't comment on StackMob because I haven't used it. At my present job, we are using Parse and we wrote a C# app which compares the data in a Parse class with a SQL table and pulls down any changes.
