Typo3 (8.7.30, composer) Extension Manager not showing up in backend - typo3

I have a composer typo3 (8.7.30) project, but somehow the extension-manager does not show up.
I tried the following:
./vendor/bin/typo3 extensionmanager:extension:install extensionmanager
./vendor/bin/typo3cms extension:activate extensionmanager
./vendor/bin/typo3cms extension:setup extensionmanager
My user has admin rights and I can see other admin tools. I also tried to create a new admin with the install tool and the new user had the same "problem".
Other modules - including custom ones - are showing up.
Any ideas on how to tackle this?
Edit: When I install the project step by step without generating the package state it's working fine, but the moment I generate package states the extension manager is missing - even though the entry in the PackageStates.php

One userTsConfig.ts disabled the module in the production context. I didn't check for it because the behavior was new for me. It was neither a typo3 or composer problem, just a configuration issue.

After installing from your composer.json, the extension manager is available.
I guess that your PackageStates.php just somehow misses the extensionmanager:
'extensionmanager' => [
'packagePath' => 'typo3/sysext/extensionmanager/',
],
If I manually remove that section, vendor/bin/typo3cms install:generatepackagestates (from the package helhum/typo3-console which you already have installed) would regenerate it.

TYPO3 Extension jpfaq does not work (problem with the database?)

I recently tried to create an FAQ Page with the TYPO3 extension jpfaq.
I did set up everything as it was described in the manual. But for some reason when i preview the page, it shows a bunch of different error. For example:
TYPO3\CMS\Extbase\Persistence\Generic\Storage\Exception\SqlErrorException
Table 'xxx_typo_dev.tx_jpfaq_domain_model_ttcontent' doesn't exist
When I "unbind" the FAQ database I created it shows me the correct FAQ page (just without the questions and answers). So there might be a problem with the database?
Cleared cache. Deleted and installed the extension again. Didn't help.
Sounds like the you need to fix the Database Structure.
Normally the Database Structure is fixed when you install new extensions in the Extensions module.
If you use Composer Mode the installation is done with composer and you need to fix it by hand.
This can be done in the InstallTool / Maintenance Module: Analyze Database Structure.
Or you use the commandline: vendor/helhum/typo3-console/typo3cms database:updateschema (don't forget to use composer require helhum/typo3-console)

TYPO3 Upgrade Psr Problem vom 10.x to 11.5.8,

I tried to upgrade from 10.x to 11.5.8 and nothing was working anymore. If I try to open the url I recieve the following error message:

So the next step was to disable all my extensions.
If I try to open the backend, I recieve the same message as above.
The next step was to use the Install Tool, which was working. But if I try to use some functions like "Upgrade Wizard", "Analyze Database Structure", "
Remove Temporary Assets", ....
But the sys_log and the log files under typo3temp are empty!
And also the firefox degugger is not showing any information.
PHP 7.4.15, no composer installation and chaches all deleted!
What should I do next?

For the second error I'd recommend to look into the dev console of your browser. There you might see more information about the error when there is nothing in the logs. (Maybe there is an error when writing log?)
The mentioned file "AbstractController.php" exists only in version 10 and was removed afterwards.
So TYPO3 is using some old files, probably from the file-cache.
You wrote that you use an installation without composer-setup. Those installations have the file-cache saved in typo3temp/var/cache. This folder can be deleted completely and will be rebuilt automatically.
Afterwards TYPO3 version 11 should run and the error-message should never be shown again.
Due to my experiences with updating TYPO3 to a new mayor release, i did the following steps.
Renamed fileadmin dir
Deleted all TYPO3 dirs
Installed the new version of TYPO3
Start TYPO3 from scratch with an new database (use the ID and passwort from the final database, use the right sitename)
Rename the fileadmin dir back to fileadmin
Go into LocalConfiguration.php and switch under DB to the original database
(Maybe) enable 'debug' => true, for BE and FE and set 'displayErrors' => 1, under SYS
Try to start the BE, if failed go to the Install tool.
Start Upgrade Wizard under Upgrade
In the Install tool start the Analyze Database Structure, but be carefull. that you dont't delete any database of your extensions, which not installed yet!
Now the BE should work now and you can upgrade your extensions!

TYPO3 Frontend Error: #1476045117 and TYPO3 Frontend Error: #1580056272

I am setting up a new TYPO3 Project for my company, this project is based on a previously existing Project, as the customer asked us to take it over. So I started with my company's kickstarter to create an empty but working Project. I then started adding the "old" content as well as the extensions used. Here I came across a problem: I added the news extension by Georg Ringer via composer and the frontend of the website showed the following Error:

Could not find class definition for name "GeorgRinger\News\Domain\Model\DateTime
This could be caused by a mis-spelling of the class name in the class definition.
I found nothing about this online, checked my entire \ext-folder and didn't find anything related to this. I un- and reinstalled the news extension via composer but that didn't solve the problem either. I also have an issue, where I can't use the backend or the command line to flush my caches, so naturally I deleted the var\cache-folder and upon reloading my frontend I was prompted with another Error:
(1/1) #1580056272 TYPO3\CMS\Extbase\Persistence\Generic\Mapper\Exception\NonExistentPropertyException
The type of property GeorgRinger\News\Domain\Model\NewsDefault::eventStart could not be identified, as property eventStart is unknown to the TYPO3\CMS\Extbase\Reflection\ClassSchema instance of class GeorgRinger\News\Domain\Model\NewsDefault. Please make sure said property exists and that you cleared all caches to trigger a new build of said TYPO3\CMS\Extbase\Reflection\ClassSchema instance
I can still access the install tool as well as the backend. Clearing the cache doesn't change anything and my colleagues advised me to ask the TYPO3 community. This Project runs on TYPO3 version 10.4.12. Any and all help is appreciated, thank you. I am still very new to TYPO3, so please bare with me.
It turns out that there were two rogue DateTime's hiding in one of the non-composer extensions that were missing the \ before them. I also had to add to my ext_emconf.php the following:

Which also fixed the issue of me not being able to clear my cache, and upon reloading my frontend I saw content again.

TYPO3 admin backend modules are missing

I worked all day to get Xampp running and install TYPO3 on it. Now I'm logged in the backend, but many admin modules are not displayed, such as Templates, Access etc. - There must be something I've done wrong, but I've got no idea. these are the modules shown Missing: View, Info, Functions, Template, Access, Backend Users, Log, DB Check, Configuration, Reports.
Most backend modules are shipped as extensions, which can be installed, uninstalled, activated and deactivated.
If you installed TYPO3 by using the traditional installation method (extracting the TYPO3 source package), go to ADMIN TOOLS → Extensions and make sure, the missing modules are activated. For example, "Log" is provided by the system extension belog and "Templates" by tstemplate. You can activate/deactivate extensions by clicking on the icon left-hand-side of their title.
If you installed TYPO3 by using PHP Composer (see documentation), make sure all packages are included in your composer.json file. For example typo3/cms-belog, typo3/cms-tstemplate, etc. You can add/remove packages with the following composer commands on the command line (for example typo3/cms-belog):
composer require typo3/cms-belog
composer remove typo3/cms-belog
In the unlikely event that this does not solve your issue, review file typo3conf/PackageStates.php. This file contains a list of all extensions (system extensions, as well as community extensions), currently available in your TYPO3 system.
It could also be that your admin user, who may have been migrated from an older version, is not a newly introduced system maintainer.

If that is the case, you can easily create an new "system maintainer user" from the install environment. Maintenance > Create Administrative User
I had the same problem. The required extension were also present in PackageStates.php but still the backend menu options like Admins Tools, Extensions, Maintenance were not visible.
The reason was that that admin user was not listed as a System Maintainer
To make a backend user a System Maintainer do the following
Login with admin password to /typo3/install.php
Setting > Manage System Maintainers
select and save backend users you want as System Maintainers
Now go to backend at /typo3/ and you should see the "Admins Tools" menu options
You can use https://get.typo3.org/misc/composer/helper to figure out the missing extensions. If you simply want to install all extensions, klick on TYPO3/FULL and copy and paste the code to your console.

TYPO3: Class 'Tools_action_index_7c3e344226a5508b65ddf8993fcb960b3377b0d1' not found

I'm very new to the CMS TYPO3 and I ran into a problem after the successful installation. I cannot access the page, view and list in the navigation. My logs show the error:
Class 'Tools_action_index_7c3e344226a5508b65ddf8993fcb960b3377b0d1'
not found
So I guess I am missing the action_index, but I don't know what I should create. A php file in the root of htdocs?
I guess it could be solved very quickly, but I'm still stuck and I can't find anything online.

This class name looks like a fluid template cache file which is not generated. Did you check the write permissions for your webserver? Depending on which Version of TYPO3 you have installed, the webserver need write permissions for typo3temp and var folder:
TYPO3 9.x composer install: var/ and public/typo3temp/
TYPO3 9.x classic install: typo3temp/
TYPO3 8.x classic install: typo3temp/

Flush all caches in backend
If write permissions dont help, click the red flush cache button inside TYPO3 backend (right top corner -> flush all caches)
Flush file cache on disk
If this also not helps, delete all files/folders inside:
TYPO3 9.x composer install: var/cache/
TYPO3 9.x classic install: typo3temp/var/cache/
TYPO3 8.x classic install: typo3temp/var/Cache/
Ok, so I finally managed to solve the problem. Thank you Steffen Mächtel for your hints with the write permissions. Thanks to that I realised that I couldn't change the write permissions of my folders (not even with chmod 777).
I am not sure, but I think the problem was that I had XAMPP as a virtual machine running so I couldn't change it. I didn't know there was a difference in XAMPP and XAMPP-VM. I solved my issue by removing XAMPP and do the whole install process using MAMP instead. Using MAMP everything works now. Thanks everyone again for the help.
