So i would like to know if we have to follow any additional steps, configuration, process?
Upgrading from Release 9.0-1 or Later
To upgrade from release 9.0-1 or later to the current MarkLogic 10 release (for example, if you are installing a maintenance release of MarkLogic 10), perform the following basic steps:
Stop MarkLogic Server (as described in step 1 of Removing MarkLogic).
Uninstall the old MarkLogic 9 release (as described in Removing MarkLogic).
2.1. If you want to uninstall MarkLogic 9.0-4 or later, and if the converters package was previously installed with it, you will have to perform a two-step uninstall: first uninstall MarkLogic Converters and then uninstall MarkLogic Server. For more detail, see MarkLogic Converters Installation Changes Starting at Release 9.0-4 and Removing MarkLogic.
Install the new MarkLogic 10 release (as described in Installing MarkLogic).
If you want to install MarkLogic 9.0-4 or later, and you plan to use the converters package with it, you will have to perform a two-step installation: first install MarkLogic Server and then install MarkLogic Converters. For more detail, see MarkLogic Converters Installation Changes Starting at Release 9.0-4 and Installing MarkLogic.
Start MarkLogic Server (as described in Starting MarkLogic Server).
Open the Admin Interface in a browser (http://localhost:8001/).
When the Admin Interface prompts you to upgrade the databases and the configuration files, click the button to confirm the upgrade.
If you are upgrading a cluster to a new release, see Upgrading a Cluster to a New Maintenance Release of MarkLogic Server in the Scalability, Availability, and Failover Guide. The Security database and the Schemas database must be on the same host, and that host should be the first host you upgrade when upgrading a cluster.
If you are upgrading two clusters that make use of database replication to replicate the Security database on the master cluster, then you must enter the following to manually upgrade the Security database configuration files on the machine that hosts the replica Security database:

Azure Postgres Single server version is 11. Is it possible to upgrade it to 13+ version using dump and restore as mentioned here:

The document you shared is Microsoft's official and therefore there is no doubt that you can upgrade it to any higher version using dump and restore.
Just take care of the below mentioned points:
You can upgrade your PostgreSQL server deployed in Azure Database for PostgreSQL by migrating your databases to a higher major version server using following methods.
Offline method using PostgreSQL pg_dump and pg_restore which incurs downtime for migrating the data.
Online method using Database Migration Service (DMS). This method provides a reduced downtime migration and keeps the target database in-sync with the source and you can choose when to cut-over. However, there are few prerequisites and restrictions to be addressed for using DMS.
The following table provides some recommendations based on database sizes and scenarios.
Choose the right approach based on your database configuration and it should be done without any issue.
To upgrade using pg_dump and pg_restore, you can refer Migrate your PostgreSQL database by using dump and restore.

In the document, prerequisites states:
A source PostgreSQL database server running a lower version of the
engine that you want to upgrade. A target PostgreSQL database server

The question asks about upgrading target.
Good day. I just finished upgrading my AWS RDS database engine from 9.6.22 to 10.17. I used these steps to make the upgrade using the AWS Console:
Create snapshot of target database to upgrade
Restore snapshot
Upgrade the restored snapshot's (which is now a new instance) DB Engine version.
After I did all of this, everything seems fine but when I access the database, this warning message appears
WARNING: psql major version 9.6, server major version 10.
Some psql features might not work.
I did not continue on my testing because I want to know what is the meaning of this first. Because I am fairly new in AWS as a whole. Thanks!
The meaning is that just because you are connecting to an upgraded database on some machine run by Amazon, the PostgreSQL installation on your local machine was not magically updated. psql from version 9.6 doesn't know what metadata tables were changed in v10, what features were removed and so on.
It would be a good idea to install a more recent version of PostgreSQL on your machine. By the way, upgrading to v10 was not the smartest move, as that version will go out of support in less than a year. You should upgrade to the latest version that your service provider offers.
The client program psql you are using to connect to the database is from an older version than the database it is connecting to. Some of the introspection features might not work. For example, psql from 9.6 won't know how to do tab completion for commands that were added to the server after 9.6.
This is generally not a major problem for psql (unless the server wants to use SCRAM authentication), but for optimal experience it would be good to install a newer client. Other tools like pg_dimp might not with at all against a server newer than they are.
We're running an older version of artifactory in a kubernetes cluster that uses the postgresql database chart included with artifactory. The chart 7.18.3 was used to standup the artifactory instance. With the latest vulnerabilities report, we decided to upgrade our artifactory to the latest version. It was recommended to step up through the various revisions to make sure that the postgresql gets the necessary changes to go to the latest version. So I decided to upgrade to the 8.4.7 chart before upgrading to the 9.2.9 chart. I've read the README included with the charts and made sure that my database was ready for the upgrade. I didn't pass in a password for the database when I initially setup the artifactory instance so I pulled the existing password before upgrading. I then perform the upgrade as directed by the readme with the flags --set databaseUpgradeReady=yes and --set postgresql.postgresqlPassword=${POSTGRES_PASSWORD}. I'm getting a 404 error after the upgrade:

One thing that I noticed is that prior to the upgrade there is only one artifactory-postgresql service and after the upgrade I have two postgresql services: artifactory-postgresql and artifactory-postgresql-headless.Digging into it, the headless service is created when a clusterIP is not passed in, but I haven't seen a way to pass the clusterIP to the artifactory-postgresql chart included in artifactory. Any help would be appreciated.
Artifactory Upgrade using postgresql from 7.x to 9.x chart versions is a two step process
First upgrade 7.x to 8.x (Manual process involves export/import of data)
Then upgrade 8.x to 9.x chart versions

What is the recommended methodology to upgrade a HashiCorp Nomad server or client on CentOS Linux 7.5 without downtime?
I'm trying to migrate from v0.10.4 to the just-released v0.11.
Is there a way to perform a lazy-upgrade that will defer/wait for existing tasks to end before swapping binaries to ensure zero downtime?

Basically the process consists of the following steps
Replace an old Nomad binary with a new one
Restart Nomad process
I've just tested it on one of my staging servers and it worked like a charm. Docker containers have not been restarted during the Nomad update process.
I have two TeamCity Servers which are running on different software versions: one server is running "TeamCity Enterprise 9.1.7" whereas the other Server is running "TeamCity Professional 7.0.2". What is the best way to perform a migration. I want to transfer the projects that exist on Server 7.0.2 to the Server 9.1.7.
I would be very grateful if you could provide me with the steps to undertake.

First of all, you should make a backup using maintainDB tool, then you can try to migrate from major to major version and test the results:
UPDATE: base on vlad-p53's comment you can migrate directly form 7.0.2 to 9.1.7, so, just follow the tutorial A Step by Step Guide to Migrating a TeamCity Instance from One Server to Another.

If a migration to a major version does not work, you can try a previous versions and repeat the process.
Each release has a release note that explains if there is a migration issue, I recommend to you to read them.
