DevStack installation fails due to PyYAML - centos

I am attempting to install DevStack on a CentOS system. I have performed the necessary setup for running stack.sh, but when I run it I am getting the following failure:

Researching this on the Internet, I have learned that this failure apparently occurs when python's pip3 commamd attempts to uninstall something that was installed using distutils (including, apparently, PyYAML). I also see that somewhere in stack.sh PyYAML gets installed, then later an attempt is made to uninstall it which fails!
I have also looked at the setup.py script that comes with Devstack, but that script apparently does not use distutils. It is used elsewhere during the PyYAML install, but cannot find where it is.
Worse, there are workarounds (including using the --ignore-installed option for PIP), but I am not seeing where to place that option in stack.sh or any of the other files I have seen.
As things stand, stack.sh looks to be unusable. It is incapable of installing Devstack because of this problem.
Has anyone found a way to install Devstack and get around this problem? Is there an alternative to stack.sh? To devstack?

I have found a solution to my problem:
Do not use Devstack. Use Packstack.
I have even posted a bug report on this problem for Devstack. It doesn't appear that it is going to be fixed in the near future. Consequently, those seeking to create a development installation should use Packstack. I was able to install and run Openstack with Packstack using the instructions provided in:

Yocto & wpa_supplicant - installing libwpa_client.so

I'm working with this Yocto/ Bitbake recipe for wpa_supplicant (v2.9) which is a bbappend for this recipe. I had significant difficulties getting the associated library (libwpa_client.so) included in the install process during my Yocto/ Poky build. Eventually I created my own bbappend which contained:

Using the config option CONFIG_BUILD_WPA_CLIENT_SO=y failed to install the library so thats why I went with the do_install_append() method. I find it hard to believe this hasn't come up before for others so I think I'm missing something, I can't find similar hacks/ patches.
Can't someone point out if I'm missing something obvious?? There's a patch file for v2.10 which may be associated with this issue, but I think it's more an issue with the Makefile as the library file was successfully built for v2.9, just not populated to the final image.
If this isn't a waste of half a day perhaps this will help others.

i encountered this problem once before but cannot remember how to fix it...
starting with an up and running project on wsl2 (ubuntu20.04) after adding a simple dependency golang.org/x/net/proxy and running go mod tidy => go mod vendor started to show this error each time:
-tried to change ownership of the mentioned package
-tried to change w/r permissions of mentioned package
-tried to remove whole go module (go.mod + go.sum + vendor...) and re-initialize it
-tried to create a whole new Golang environment with a different version of go.mongodb.org/mongo-driver (v1.9.0) \
its worth mentioning that even after resetting my version control to commits which are
already up and running on other devices, same error occurs locally(works fine inside docker) so its most likely an os-level problem (i have no proxy or vpn activated on my machine and dns is as usual) \

I've installed Rust successfully. I have Postgres 13 running locally and in Docker as well. But I'm still stuck and can't figure out what to do next. Any help is greatly appreciated!
Please confirm that you have the Postgres development libraries installed:

On windows, after installation of postgresql define environment variable which points to client libs. PQ_LIB_DIR=C:\Program Files\PostgreSQL\13\lib

Travis CI failed because installing dependencies timed out

Travis CI for my Github repo keeps failing and I didn't know why, until I read through the Job log and figured out that many dependencies couldn't be downloaded on their machines.
For example, the xcolor package failed to install:

TLPDB::_install_package: couldn't unpack ftp://tug.org/historic/systems/texlive/2015/tlnet-final/archive/xcolor.tar.xz to /home/travis/texmf
which results in the following error:
Latexmk: Missing input file: 'xcolor.sty' from line
'! LaTeX Error: File `xcolor.sty' not found.'
Latexmk: Log file says no output from latex
Latexmk: For rule 'pdflatex', no output was made
The problem is I'm working on a LaTeX project, and LaTeX environments tend to be huge with lots of supporting packages. Here is the relevant part of my setup.sh, which is already the minimal requirement:

Can I make sure that all required packages are successfully downloaded & installed before the building phase, say, by letting the server to retry several times? If so, how?
From the Travis docs:
If you are getting network timeouts when trying to download dependencies, either use the built in retry feature of your dependency manager or wrap your install commands in the travis_retry function.
For example, in your .travis.yml:
install: travis_retry pip install myawesomepackage
travis_retry will attempt up three times if the return code is non-zero.

Missing a lot of files in Perl kit

EDIT: Solution was "apt-get install libwww-per" from charlesbridge in the comments
EDIT: Attempted to install by both going into the cpan console and running install LWP::Simple as well as perl -MCPAN -e'install "LWP::Simple"' (from here).
The first time I ran CPAN I just let it configure itself with all the defaults. The below is not a description of the dependencies but all of the missing dependencies are included in this warning message, so I figure if I can solve that then I can solve the rest of it.

I've been trying to install some missing Perl packages (namely LWP::Simple) but every time I do it spits back a trillion errors and ends with "Missing 17 dependencies". Most (if not all) are listed below at the very start of the install process. I've tried installing individual ones but I get similar dependency errors. Is there some way to fix this?
