I would like to use WLST to add a user to an existing domain in offline mode. Is this possible?

With WLST, it is not possible. Security configuration must be done connected to the admin server.
Another option is to create a domain template and include your users.

My RCP application is using standard p2 functionality to update the client code. This has worked for several years but has now stopped working on ONE particular site's repository. It fails with sun.security.validator.ValidatorException (full stack trace below).
I have other repositories with the same p2 repository that work correctly. I checked with the site owner and they said their site's SSL is setup correctly.
Any suggestions on how I can troubleshoot this issue either from my end or the site owner's end.

There is a problem with the new version of java 1.7 update 51 onwards as restriction is done in three levels
• Very High: Most secure setting - Only Java applications identified by a non-expired certificate from a trusted authority will be allowed to run.
• High (minimum recommended): Java applications identified by a certificate from a trusted authority will be allowed to run.
• Medium - All Java applications will be allowed to run after presenting a security prompt.

I had a similar issue once - my applet was also running in IE but not in other browsers. However from the amount of information you have given it is difficult to tell. Do you use authentification (like FormLogin, BasicLogin etc) before one can access the applet? If so you can try the following:
Set (thus disable) the cookie-http-only to false.
