I have written a simple game using Roblox Studio that is maths-based and is intended to help students in the school where I work improve their skills. I have had it green lighted by the head of the maths department.
The issue I have is we want children to be able to access this educational game only. Also, we don't want children to use their own accounts to sign in to Roblox for GDPR reasons. In short, we would like to install Roblox in the school server so that only the games that we choose are available.
Does anyone here know the procedure to install Roblox in a local server?
Any help appreciated.

In order to make this possible in my school we don't use Roblox but device connected to the school servers you should be able to blacklist roblox.com sites but white list the specific game.
In terms of the accounts Roblox requires an account to play and using guests is no longer possible. For example in my school when using Office we log in using our school accounts and not our personal Microsoft accounts. If you have the rest of Roblox blacklisted other than your maths game then if your students use there own account they wont be allowed play anything other than the maths game.
I know its and janky way of doing this and far from perfect but it's all that I can think of. Other than that you could of course do what pyknight202 said and just contact Roblox support.

Creating roblox accounts is really easy, and one single email can support up to 20 different accounts if not more.
The only solution I see is creating one per machine, also Crann's solution is strong as only whitelisting educational purpose games, blocking the rest.
If u want to prevent external people from enter the game u can create a group with all the machine accounts, and make a script to detect if the user is in the group, and if not u can kick the player specifying the reason or directly dont let him do anything. (I think u can also make the game only playable to people in a group, -I think-)
It is also possible to set max players to 1 if the game don't have multiplayer features. So it can be opened to everyone who wants to in solo mode.

I've tried to choose framework basing on my future project and couldn't do it without the qualified help. I've searched before to write here, but couldn't find all I need. Programming language doesn't matter (because I'm noob in all of them), but I think about Ruby and PHP (and PHPBB forum). Others are ok too, if them can afford what I need.

Your wanting to build a lot for someone that knows nothing about any languages.
First you need to pick a platform/OS.. Windows or Unix/Linux?
From there, you can pick a Web Server to run on based on that OS.
Then that filters out what kind of language your going to write with.

When someone wants to be a mechanic, do they go to each mechanic shop and ask what is the best car to work on? Each mechanic would have a different answer. No one here, will be able to give you a non-bias answer. So here is what I like....
I write code in 18 languages and been have developed software for 25 years. I've written code for DOS, Windows, and Linux/Unix. Each language has it's own limitation and perfections, but I'm not a fan of open source and most Linux/Unix preferred languages even though some can run on Windows. I have a tendency to lean towards windows and enjoy back end development. I've written Web UIs in Angular, JSP, Java Spring Boot, WebFOCUS and ASP Classic. Now that you know more about me, here are my favorites.
I prefer Windows. I prefer C#. If I have to build a web UI, I prefer HTML 5/CSS3/Javascript with an ASP.NET/C# backend. I don't like bootstrap or jquery as I like to write with a small footprint as do most any older developer. The internet is full of garbage that isn't being used by most every site you go to, just so the developer can get a few shortcuts. Bootstrap and JQuery are just javascript libraries of which most sites can do what they want with 1/10 the code the client has to download, if they really knew Javascript.
There ya go, my bias opinion, take it or leave it, but most likely the only honest answer your going to get here.
How come there is no fan in the device types? It seems kind of odd considering there is support for vacuums, washers, and dishwashers. One of the main things that smarthome users want to control is their ceiling fan(s). I can tell google assistant that it is a light, and I can set the speed, however I can't say things like "Set fan to low". I have to say "dim the fan" or "set fan to 50%" Also, will we ever be able to bind lights to individual google home devices. For example, if I'm in the living room it would be much nicer to say "Turn off lights", instead of "Turn off living room lights". If I say "turn off lights", it turns off all the lights in my whole house, which is pretty annoying. It would be nice if the google team could use the term "all lights" or be able to group items like on amazon's platform. This is a VERY big reason why a lot of home automation people choose the amazon product over the google product. However, I feel the Google Home is a far superior product except for those few annoying things.
Thanks for the feedback on the Fan device type. To be sure, we're continually adding more devices based on priority. However, as you mention we don't have a Trait to control the speed. Before we can encourage developers to use a fan, we would need to go through the process of adding a new trait. This process takes some time, so we've been prioritizing. I do like your clever workaround.
With respect to binding lights to rooms, that's also good feedback. One of the benefits of the HomeGraph is giving the Google Assistant a good understanding of the different devices in one has in different rooms. You can already group devices into rooms for better control.
Since the question was asked, there is now a Fan device type with a FanSpeed trait.
We are migrating away from a more primitive chat client to Google Hangouts for Business -
The only trouble is - that there are no contacts in the hangouts list, by default - and while it is fairly straightforward to add someone from our domain, it would be a huge pain to tell everyone to manually add everyone else in the domain (especially since that would require a hell of a lot of clicking, etc)
Reviewing the Hangouts API - everything there seems to pertain only to a specific hangout - (and namely group video hangouts, at that)
So, the next best thing would perhaps be to go the route of using the Google+ API and using the API to add everyone to everyone else's circles -
But, there are two problems with that, which I am open to any suggestions on solving:
1). Not all the users have G+ accounts set up on their company/domain account
2). Future users would be left out of this, unless the script were run repeatedly - which, is honestly acceptable...
But, I'm hoping some one can tell me how to make it a default - where everyone has everyone else added to their hangouts contact list, automatically....

I'm pretty sire it is simply not possible to create two developer ACCOUNTS, for the same person. (Or, the same company.)
So, the "bank account" part isn't the problem. The problem is you simply can't create two accounts for the same person (or company) ... as far as I know.
I guess the problem you're having: *you want to separate the accounting for two different products.** That is a huge nuisance even for the largest companies. There's no easy solution.
A word of advice if you're just starting out: it's almost inconceivable you'll make any real money from apps. If you're ever making serious money from not one but two apps, deal with the problem then.
Incorporate a new LLC that you own, and have that company enroll as an iOS Developer under the company's name.

Anyway, so Google Wave is nice and shiny and sounds like a lot of folks(at least at Google I/O :) used it in a useful for work(!) way. I've been beta-testing Google Wave for sometime now, but can't quite grasp how to improve our workflow using it. We have a medium size team of developers that are spread out around US and Europe and naturally most of communication is happening via IM and Skype and email of course. So what are specific things that could be offloaded to Google Wave to improve collaboration by leaps and bounds(meaning not just replacing IM with nicer IM)?
I do not think Google Wave will ever replace "communication" tools, so you won't be able to offload much in terms of IM/Skype/email (and imho the ping feature in Google wave kinda sucks).
What's it's great for is collaboratively and concurrently editing content in the chaotic initial phase, be it documentation, emails, press releases or whatever. Then once documents are stable I find it's easier to manage them as Google docs, which can still be versioned but in a more mature environment.
Also, I think Wave would be great for concurrent programming, and I am hoping someone will put together a code-completion/syntax-highlighting extension for concurrent programming (would do it myself if I had time). it would change "pair programming forever", and at least that way the other wouldn't just sit there occasionally trying to grab your keyboard!
Notifications.
Unload the daily/hourly/whatever notifications about people pushing git updates, how many errors were found, etc onto Wave for people to monitor and respond to instead of making them filter all sorts of email notifications.
