I'm using the sbt-native-packager to build my Docker image and publish it to my local. I have a custom directory where I have some files that I would like to be part of the resulting Docker file system. I have tried the following in my build.sbt:

I made a Scala project just to make sure Spark works and my python project using Kafka works as well so I am sure it's not a spark/kafka problem. Any reason why I am getting that error?
Try removing one % before "kafka-clients":
libraryDependencies += "org.apache.kafka" % "kafka-clients" % "2.3.1"
The semantics of %% in SBT is that it appends the Scala version being used to the artifact name, so it becomes org.apache.kafka:kafka-clients_2.11:2.3.1 as the error message shows as well. Note the _2.11 suffix.
This is a nice shorthand for Scala libraries, but can get confusing for beginners, when used with Java libs.

I used the sbt binary in terminal directly with version 1.2.8 and it saved me(the sbt version of sbt shell in IDEA was 1.3.8).
I was experiencing the same error while taking the course Functional Programming Principles in Scala by École Polytechnique Fédérale de Lausanne on Coursera (I assume you were taking that course too). For me the solution was using the following settings, where my changes were in the "sbt projects" section at the bottom:

I don't understand how adding those two dependencies could break the application. I can see the downloaded jars in the .ivy2 cache so the new dependencies were resolved.
How can I fix this?

If I add this dependency only
"org.mobicents.diameter" % "jdiameter-api" % "1.7.0.106"
it works :)
but I need both :(
It looks like both dependencies add their own logger implementations, and they clash at runtime.
Try excluding it from one of the two, for example:

I've seen some talk of this error elsewhere but unlike in those examples I don't have any extra plugins or project dependencies- I get this error when compiling an untouched play-scala template after selecting it with activator new.

The last time I built a Play application was about a month ago and I had no problem, in the meantime I've been compiling vanilla Scala-only apps (often with Activator) without any trouble. Could this be Play-2.3 related?
I have the line sbt.version=0.13.5 in project/build.properties and I've made sure my sbt version is the latest.
My code is exactly that of the play-scala template but in case it makes things easier, here's the contents of build.sbt:

After the comments, esp. the last one by the OP, I believe the reason may have been a plugin that was installed under ~/.sbt/0.13/plugins that messed up with the latest additions to sbt.Project. That's why I suggested to rename special directories ~/.sbt/0.13 and ~/.sbt/0.13/plugins.
From Global plugins in the official documentation of sbt:
The ~/.sbt/0.13/plugins/ directory is treated as a global plugin
definition project. It is a normal sbt project whose classpath is
available to all sbt project definitions for that user as described
above for per-project plugins.
There was at least one confirmed case where it happened in the past with a plugin that did that - sbt broke with the plugin enabled, and it worked fine without it. See print not accepted in task definition in SBT 0.13?. I think I've seen another, but can't find it now to point here as another reference.
For me it was another plugin messing up the plugin resolution. Removed it now it works fine.

I tried to add the findbugs dependency in project/plugins.sbt

but still no go.
After looking at the source code of this plugin, I found out I had to specify the findbugs classpath to make the sbt action work. For those who run into the same problem, here is the solution.
findbugsClasspath := IO.listFiles(file(<your findbugs lib location>)).filter(_.getName.endsWith("jar")).toSeq.classpath
This should've been pointed out clearly in the wiki.
BTW - I believe this could also solve the similar issue by the cpd sbt plugin.
