Linker cannot find libpq library while cross-compiling rust application - postgresql

Question

I'm trying to cross-compile rust application using cross. Hello application compiles with no issue. The problem is when I try to use a diesel package with postgres support which depends on libpq library.
I did the installation of the libpq-dev package on my machine and I included a sys-pq package to my Cargo.toml, but it did not help.
How can I solve this?
