I'm a bit into game development on Unity. Made a small bird project. But I used the face of the President of our country as a main character :)
If I publish it on Google Play, will the state security officers be able to find me? Is it possible to get my computer's personal data from apk file? What do you think? (P.S. I live in a Central Asia and we have problems with freedom of speech)

I want to start game development and thought to work on a gaming engine like Unreal Engine or Unity Engine and thought of building a real life game around me. Is it legal to build a game on a real city architecture? I live in India.
Consult with a competent lawyer in your area to avoid a lawsuit (an example can be found in the link below).
Note: "Is it legal" questions are not best suited to the stack overflow format.

I am currently developing a fps game with unity and I wanted to implement a chat. I searched for tutorials on chats on YouTube but couldn't find any good ones that worked. I finally found a simple chat in the asset store: Simple Chat. I changed minimal things such as colours and sizes.
I added it in my game and I now want to know if i could publish it onto google play and commercialize it or if there were copyrights that stop me.
Anything on the asset store, anything that you acquire through the store--free or otherwise--is yours to use in your project and publish.
Some assets may have some limitations on them that may restrict how many projects its used in, or how many "seats" you need to own (if specified, usually 1 purchase per machine being used to develop the project) but none of that will stop you from publishing your project on the app store or anywhere else and receiving commercial profit. Such conditions are pretty rare, however, and possibly not enforceable per Unity's Asset Store EULA.
Per Unity Asset Store EULA, section 6.5:
Provider agrees that, pursuant to the EULA, it will grant to the Customer who acquires an Asset submitted by the Provider, a non-exclusive, worldwide, license in any medium now known or hereinafter invented to: (a) reproduce, post, modify, promote, license, sell, publicly perform, publicly display, digitally perform, or transmit the Asset for promotional and commercial purposes; (b) use any trademarks, service marks or trade names incorporated in the Asset; and (c) use the name and likeness of any individuals represented in the Asset.
Usually the asset developer states what kind of Licence the asset has. I tried finding the licence in for the assets you mentioned , but nothing mentioned it. I suggest emailing the developer and ask for his permission or/and the type of Licence his asset has.
If it is free to use and no copyright are claimed, there is no restriction.
So I just released my app to the app store last friday. Realized it's going to be extremely difficult to get paid sales (but a good amount were downloading my app for free), so I decided to go with the model of releasing a full free version of my app with ads, and a paid version without ads.
My app has to do with adding captions to photos, so in two of my main screens, the app takes up the full screen of the phone. So I'm going to use full screen ads that pop up each time a user makes a view controller navigation transition.
I'm pretty clueless about how to go about choosing the right ad network. Right now I've installed Greystripe SDK and am playing around with it and it seems fine, but my one concern is that (I believe) they only serve Europe and North America. As an experiment, I made my app free and only half of the 150 or so downloads were from Europe and North America.
Was wondering if anyone could share some knowledge or link me to any beginner tutorials on how to choose an ad network. I've done google searches and haven't had much come up (maybe I'm using the wrong terms).
What I've found in doing research on this, is that I'm shocked about how little information there is on this subject as compared to anything else in iPhone development. Not sure why this is, maybe because there aren't many developers using ads in their apps or maybe because the ones that do don't want to give away their secrets.
I think a good strategy for a newcomer for implementing ads is to start by using a mediation network. A mediation network is software that allows you to use multiple ad networks to serve ads to your app. So for instance, the mediation network will check to see if there is an ad to serve from Admob, and if there isn't it'll move onto the next network on your list. Doing this will give you high fill rates (i.e. making sure an ad is served the majority of the time when you call for an ad) and will also allow you to compare and contrast different networks. You can make adjustments in the mediation control panel without having to upload a new version of your app.
I also recommend starting out with some of the larger networks like Admob, iAds, Millennial, InMobi, etc. and then from there maybe branching out to other networks that do a good job in targeting specific things like video ads / interstitials, or certain countries.
So what I've done is gone with Admob Mediation for now, and am serving ads from Admob, Millennial, InMobi, and Adfonic.
Hope this helps.
Try iAds

I am currently developing games for my company in Unity3d for iOS. I would like to start making games for myself but the initial investment for unity3d or unreal engine is way to high for me(for unity i would have to pay 1500$ for the engine itself and another 1500$ just for the iOS porting system). I like unity3d very much because it is way easier to organize your world, from lights and environment placement to physics, shaders, and mapping.
Is there a game engine with an editing graphical tool out there that requires no taxes for publishing your games? The game engine would also have to be able to port to iOS and/or W8; also i am interested in game engines that have substatial support both from the community and from the development team.
i got my eyes set on Irrlicht Engine but i don't think it has a graphical environment tool.
I haven't worked with Torque but in your case it might be worth to look at: Torque 3D
Another one is Bork3D but a look at their web site makes me thinking that they stop their business.
In general I would recommend to first think about your business plans, then make a pros/cons listing and finally decide what to use. What I mean is: If you think you have some good ideas and talking to other people reveals that they agree with you, you should seriously take into consideration, whether it is worth to invest some money your tools. If you dream of being an independent developer and earn enough money to live comfortably, this should be your goal to reach. And if on the other hand you're experienced Unity dev, so it might save you 100s of hours and lessen the project risks when you are taking what is proved.
I have a Flash game that I'd like to port over to the iPhone but I don't have the time nor the patience to do it myself, I also have a limited budget.
Can anyone recommend a place to put out a tender for an iPhone developer to port my game?
You could wait for the beta of Flash CS 5, and use that to compile your Flash straight to iPhone....
If your game has an existing community and content around it, try to partner with an experienced iPhone developer. They would port the game, you would provide the content and the community, and the revenue gets split. I am in the middle of this process with my online game (http://robozzle.com).
Alternatively, you could try to contract the job to a developer you found on a site like http://elance.com/ or http://rentacoder.com/. But, iPhone games aren't quick to develop, so you'll be looking to spend a considerable amount of money that way.
I would recommend trying one of the many freelancer sites out there such as http://www.ifreelance.com/
They tend to be able to hook you up with relatively low cost developers. A google search for 'freelance software' will give you numerous good results.
You can post job offers right here on SO: http://jobs.stackoverflow.com/
Furthermore, you could take a look at http://www.mobileorchard.com (free)
You might want to try Game Salad, a game construction kit. It looks similar to Flash game creation.
