I have facebook page tab. It only shows as a landing page if the user doesn't "like" us. Is there a way (perhaps with Facebook API) to always show it, regardless?
How to set the default landing tab for fans?

Get data from my Android app and on the click of a button create a facebook tab on my user's FB page (through FB connect).
NOTE - create a tab on another user's FB page - not on my own page.
Is this do able, are there any workarounds, are there any other options?

You can either use the JavaScript SDK or the URL Redirect mentioned in the Facebook docs. Both solution will show a panel where the User can select his Pages for adding the App.
I'm working on a contest app (http://apps.facebook.com/retoiphonetigo/) the goal is to increase the fans number of the Tigo Fan Page. Is there any option to show on the canvas app the app only if the user is already fan of the Fan Page.
Just like when the contests where made with the like button, anyone can't "like" if isn't fan of the page.

You can only 'Like' a fan Page by clicking the FB supplied button that sits in the parent FB page outside of your iframed application page. As frustrating as this can be to designers and UX developers it is potential security flaw if an application (boxed in as a Fan page) is allowed to 'Like' itself. I.e. users could be duped into 'Liking' a Page onload without their consent.
You can get the count of Likes for a Fan page. That is the only 'Like' action permitted on this object type.

You can't add likes to a profile using the Facebook Api.

Unfortunately, this is not possible. You can only like a post via the graph api acccording to the docs.
Unfortunately it is not possible via any of the API's to like a page programmatically.
This is to prevent spam where people create apps to mass-like pages.

You cannot make a user like a page. That isn't possible unless you use a XSS attack (which facebook probably prevents), and you'll get banned from facebook. If you want to know how to place a like button, see http://developers.facebook.com/docs/reference/plugins/like/

Go to the developers page which provides Social Plugin. There, just add at the "URL to Like" of the button, the address of your facebook page. E.g. http://www.facebook.com/mypage

Try following steps:
Log into your facebook account and go to the page.
Click Edit Page. You will be taken to the Manage Permissions page. Make sure, for Country Restrictions, you have no countries listed. Listing a country here causes non-logged in visitors to be asked to login, rather than seeing your page as you desire.
Remove the countries and click Save Changes at the bottom.
I just figured this out for a page I manage which was doing the exact same thing.
You can control which data you want everyone to use on facebook's Privacy Settings configuration page. Posts by me and Comments on Posts are the two most important settings to allow a public Wall.
There is a preview button to see what everyone sees as well.
It looks like http://www.facebook.com/totallydriven is a Facebook user (hence the button to add as a friend). The others you mentioned http://www.facebook.com/HuffingtonPost and http://www.facebook.com/easportsfifa are Facebook Fan Pages.

Facebook requires a certain number of LIKES before you are provided a customized facebook URL.
