I am a Google Apps administrator for our organization. One of our staff has developed an App that they wish to publish to the Android marketplace. I would like to enable the Android Market Publisher Site in Google Services but I cannot tell whether there are features for managing which Apps get published by one of our users.
Is there an approval process for Google Apps Administrators when a user wants to publish an App?
I don't think you need to do anything, or actually have any control over the process.
You should just go here (https://market.android.com/publish/signup) and tell your developer to follow these steps:
Create a developer profile
Pay a registration fee ( $25.00) with your credit card (using Google Checkout)
Agree to the Android Market Developer Distribution Agreement
You can get an app up in less than 10 minutes on Google App Marketplace

Now I am considering In App Purchase as a means of payment on the mobile app but all the tutorial I have seen requires that I add the products to google developer console and Itunes. My question is Do I really need to add products to Google Play Developer Console for Ionic In App Purchase? Cos my Idea is just to request for the products available in the database and use inApp Purchase basically as a payment gateway
You have to setup product offers in each platform.
The main reason is because Apple and Google performs purchase operation relying on the data stored on their side (app store connect or console), where price tier is fixed etc.
If the platforms would allow a developer server send arbitrary requests it would be super hard to manage for apple/google hence they prefer having products for sale defined on their end.
Client just mirrors data, but source of truth for offers is always Apple or Google side system.

Apple does not allow you to simply Download apps from your website. Apple is much more strict in how you can download apps and does not allow this.
However the cost is $99 USD per year for a developer account:
The Apple Developer Program is 99 USD per membership year or in local currency where available.

This account gives you many features that you don't get with a standard Apple ID including:
App distribution
Access to beta releases
Safari extentions
However if you would rather choose to make an Android App you have a number of bonus features that you would not get if you went with Apple:
You dont need to pay $99 USD per year. Google only requires you to pay a one time fee of $25 USD for a "Publisher Account".
Pay a $25 USD registration fee using Google payments. If you don't have a Google payments account, you can quickly set one up during the process.
And if you want any sort of payment.. ie: paid apps, in app-purchases, etc. It seems that google allows you to set up a merchant account for free.
However keep in mind: Android doesn't requre you to publish your app to test it. And you also don't need a "Publisher Account" to test apps on your phone or device! You can do that for free on any Android phone.
This means that you can put you apk onto your website and android users can download and install it!
However if you want to do it with Apple you need a "Developer Account" as far as I know at least. I don't think there is any way to get your app able to download for free (however I have not done much research on this topic, so you may want to).

I have my iPhone UDID to CompanyA, CompanyB. Would it be possible for CompanyA that CompanyB's app is installed in the device or vice versa.
Well if both the Company are using different TestFlight account (which is obvious) they cannot get the data.
In TestFlight, you create teams and add Apps to that.
If the team member has developer or leader role he can have access to
Upload and distribute a build to a team
Delete apps and builds
Invite or recruit members to a team
View SDK data associated with a build
Promote/demote testers/developers
Access the team developer site on TestFlight
Respond to feedback via the developer site
Access analytics for live applications

Please note the Device UDID has to added while building the app.
Other than the dashboard no one can have the information of which users have installed the apps.
So if both company are using different TestFlight accounts and they are not having a common team member with developer or leader Role, your installation information is safe.

No, it is not possible. Company A will not get any information about Company B's app on your device. Any information that is private to you will not be accessible to any third party.
no one can see which apps you are accessing in u r phone even it is companyA or companyB that udid will be use full only to install apps when they are developing. no one can track your phone with UDID.
Is there possibility to test application before posting it to Google Apps marketplace for approving?
As I know, basic requirements is to support Single SignOn, but if I currently haven't Google app account, can I test my implementation of Single SignOn integration in other way? Is there some google test account, or test SSO portal?

No, but why don't you create a Google Apps account. The basic version is free for upto 10 accounts. All you need is a domain name.

Additionally, you can use the developer portal to add additional developers to your company's team.

No you don't have to pay for each developer, they can download the sdk themselves when they create a free developer account. You can also add their device id to your account so that they can test apps on their iphones or ipod touch devices
