I'm looking for a weather data provider for Canada that is similar to Noaa's NDFD SOAP Service. (i.e. a real-time weather data for Canada)
I am aware of http://www.weatheroffice.gc.ca/business/index_e.html
However, I would prefer a Web Service.
Is anyone aware of such a Web Service or similar?
try Weatherundergound (http://www.wunderground.com/weather/api/) easy to use and covers the world.

working in a vehicle protection association and I need to identify which of our associates are uber drivers, is this possible to be done using the api?
Taking a look at the documentation, there are only these endpoints https://developer.uber.com/docs/drivers/references/api#endpoints.
And I think none of them solves the problem.

I am trying to display the resources and associated subresources of a restful API I am working with (https://api.lendingclub.com/api/investor//). If resources aren't documented, is there any way to find them?
There presently is not a standard way to discover restful API operations like there is with WSDL based soap web services.
Documentation from the API provider is the best way to learn.

I have a client that wants an iPhone app that at some point sends a meeting request to a list of people. Is this allowed?
You need to be more specific. It can if those people have the same app or it can send an e-mail to them. If you are unsure wether is allowed by apple I can tell you that it is.
If event kit enables it seems like there should be no issues with this either.

I am building an iphone/iPad app where i need to use google maps API, so do i have to pay google for using it. I know we can use it for free but is there any legal attachments with this.
I know this is not a programming question but i just can't think of any other place to ask this question.
